Of course it dosen't exist.
Well, not to anyone who shouldn't know it exists. The Empire members of the Shadow Court see themselves as somewhat segregated from the greater organisation such as that in Concordia and indeed, if the Concordian Shadow Court attempted to impose any control over their Empire bretheren, the New Zealand courtiers would simply sell them out to the seelie at the drop of a chimerical hat.
Who is in command of the court within the Empire? Most suspect Duke Morlyn of being firmly entrenched with them, but in fact he is not the leader. Caloathe Orn is a more likely suspect, but again, even he seems to take orders from some higher power. It is entirely possible that it will never be known who is the true leader, if in fact one does exist - as surely one must - and whomever this shadow behind the shadows is, he or she will surely end the existance of any who find out with post haste.
