      First concieved and organized by Gil de la Torre(10.01), way back December of 1990. It was founded in response to a need--that of raising the status of communicators to a position of high responsibility and importance and to enable radio enthusiasts to actively participate in public assistance especially during emergencies. The organization was first registered with the Securities and Exchange Commission (SEC) on January 1994 under Registration No. AN0 94-339. It was also registered with the National Telecommunications Commission (NTC) under License No. 58489, Station Call Sign 4DW-656, Class FB-0366-95. The following are the groups incorporators who were very instrumental in the establishment of the organization: Gil de la Torre, Celso R. Corpuz, Vedasto Dayan, Engr. Silver Abubo, Leandro Lazaro, Diego Magpantay Jr., Francisco Morales, Hilario Pasag, Dean Edgar Geniza, Dr. Cezail P. Villanueva and Joseph Natividad.
      The Kabalikat Civicom was brought in Southern Negros by Eleazar Salon (118-00) particular in Kabankalan City 118 chapter the first chapter chartered here in Negros Occidental way back 1995. The 118 Chapter Kabankalan City were very active in response to any calamities and disasters in Southern Negros likewise to civic works. Then Kabalikat spread and established chapters in different town and cities over Southern part of Negros Occidental. Atilo Bustillo (203-00) established also chapter in Northern Negros particular in the municipality of Toboso. The Kabalikat became known in northern part of Negros Occidental that is why there were many persons who were interested to join the organization. In Central Negros, Bacolod City is the capital city of the province of Negros Occidental, Francis Arambula (279-00) whose a former member of Kabalikat 229 Escalante Chapter as 229-29, established chapter in Bacolod City, Talisay and Silay City way back 1999 and spread over the central Negros. Today the Kabalikat Civicom covered the whole province of Negros Occidental with 23 chartered chapters out of 27 town and cities in Negros Occidental. The Kabalikat Civicom in Negros Occidental has the largest network radio assistance group.
