In PGSM, it seems that the powers of the Guardians gradually become stronger as they start to awaken and remember their past lives. This wasn't the case in either the anime or the manga (although I guess it could be argued that the manga implies this, since new attacks spring up out of nowhere quite often). This happens with Sailor Moon in this episode of PGSM, and with Sailor Mars in the next episode.
