Luna is plush toy cat that can talk and (thanks to the wonders of puppetry and computer animation) can move. The crescent moon shape on her head glows when she senses evil energy or a new Guardian. Luna supplies the Sailor Guardians with most of the items they use. In general, she's a lot more concerned about the mission of the Sailor Guardians than Usagi is.

Production-wise, Luna comes in two flavours: Luna that's actually a real plush toy or puppet, and Luna that's computer generated (shown on the left). Neither one looks especially bad, but they look much too different. It would be a lot more convincing if Luna was CG all the time.
