Bureau of Heraldry
Heraldic authority for South Africa, which also registers arms for non-South Africans.

The College of Arms
Heraldic authority for England, Wales, Northern Ireland, Jersey, Guernsey, the Isle of Man and most of the Commonwealth of Nations, which also grants arms to people of English, Welsh, Irish, Channel Island and Manx descent around the world (in English).
Lyon Court
Heraldic authority for Scotland, which also grants arms to people of Scottish descent around the world (in English).
Office of the Chief Herald
Heraldic authority for the Irish Republic (or Poblacht na hÉirann), which also grants arms to people of Irish descent around the world (in English). The office is a division of the National Library of Ireland.
Hoge Raad van Adel (High Council of the Nobility)
Heraldic authority for the Kingdom of the Netherlands (in Dutch only)
In Germany, the registration of arms is undertaken by officially licensed heraldische Gemeinschaften (“heraldry associations”). See this page (downpage) for more information.
In Spain, the Cronistas Reyes de Armas may register arms to subjects of the King of Spain and residents of territories once ruled by Spain. Go to this page and go down to “Regulation of Heraldry in Spain” for more information.
