mGov Lab China is the first mobile government research group in China. It aims to set up a platform for researchers and industrial experts and to promote mobile government practice and innovation in China. By promoting the application of mobile technology in government and public sectors, mGov Lab China aims to promote the development of the industry and to reinvent the public sector.

Deputy Director of Science and Technology Department, Beijing Municipal Administration Commission. Chevening Scholars (04/05) of Department of Information Systems, London School of Economics and Political Science (LSE). Part-time Professor at Beijing University of Posts and Telecommunications, Exteranl members of Centre for Business Information, Organisation and Process Management (BIOPoM), University of Westminster. Transceding E-government - the Case of Mobile Government in Beijing was selected into the procedings of First Euro Mobile Government Conference. His publication also includes Mobile Government: Towards a Service Paradigm, Technology Innovation in Perspective of Complexity Science, Mobile Technology Application in City Management: An illumination of Project Nomad in UK, Innovation Mode of Living Lab and Its Enlightenment. He is one of the first to explore the use of mobile ICT in the context of government functions in China.
Li, Mingsheng
Deputy Director of Research Center, Academy of E-Government, Peking University. One of the first persons doing mobile government research in China. His Aritical Enriching Governmental Services by Mobile Government is very influential and have raised wide attention in China.
Chen, Xu
CTO of Beijing TaiYu Technologies and Development Ltd. Graduated from Information Engineering School of University of Science & Techlogoy Beijing in 2002 with PhD. From July 2002 to Nov 2004, served SUN China Engineering and Research Institute (SCERI). For a long time, focusing on R&D of Mobile-related technologies, cherishing rich theoretical and practical experience on Linux/Java
