2007
- 11SEP07: Meeting minutes posted HERE as a PDF file. Meeting agenda followed the list of information requests and questions forwarded to Carl Ruschmeyer, summarized below:
- Written estimate of preliminary cost breakdown for estimated $12MM figure for a complete water system servicing the area.
- Amount of this cost that would be eligible for grants or loans based on median household income.
- Figures for comparison with what other water systems in the county have paid for connection fees.
- Number of vacant lots in the area that would be eligible for a domestic well and anticipated additional pumpage from our aquifer.
- Method used to estimate median household incomes to determine minimum water rates.
- Including committee members on a regular mailing of the pumpage reports submitted to the state engineer for the Fairgrounds well.
- Going rate for an acre foot of agricultural and quasi-municipal water in the valley between willing sellers and buyers.
- Legal avenues available to the county to mandate connections by all homeowners in order to spread and justify the costs for a water system.
- Availability of county or other funds for the feasibility study proposed earlier for groundwater recharge from either surface or other groundwater (further discussion required).
- Possibility of county financial assistance with further expenses incurred by our water committee.
- Consolidating ownership of our Carson River water rights in order to get a large enough block to make a transfer of these rights viable to a new downstream user.
- County availability to provide any of the needed equipment and manpower for our planned collection of water level data in late October or November.
- County willingness to participate with our committee to jointly send a letter of concern to the Nevada State Engineer's Office regarding excessive pumpage within the Ruhenstroth/Smelter Creek basin.
- Possibility of receiving a map to add the current APN numbers and street address numbers to facilitate cross-referencing field work with mailing list information.
- 05SEP07: Meeting minutes posted HERE as a PDF file. Meeting agenda summary below:
- Setting the next meeting or a standing meeting date, place, and time acceptable to most members.
- Organizational items and need for formal identity, nominations and voting.
- Best forum of communication methods to reach our residents.
- Questions forwarded to the county after this meeting for answers from county and meeting with them on 9/11.
- Identification of strategic lots for well measurements according to map notes from last meeting.
- Planning and reserving dates for making static water level measurements.
- Future mailings of subject matter.
- Updating mailing list based on survey responses.
- 18AUG07: Committee meeting summary from Rick Oliver. We tabulated the results of the survey and identified respondents on the map who would allow us to take a Static Water level (SWL) reading in their well. After much discussion, it was decided that it would be worthwhile for us to make SWL measurements in a grid pattern aligned with the east-west cross streets to collect some baseline measurements to attempt some understanding of the nature of the aquifer(s). This will give us some more accurate usage trends as the surveys showed some unexplainable variation in water levels and water qualities. Annual measurements can give us updated information, much like the USGS collects on their sites, only at a higher spacing density in a more localized area.
- 07AUG07: Committee meeting summary from Rick Oliver. 9 residents and 4 county employees attended. We plan to elect officers for a more formalized body at the next meeting. Ed James of the Carson Water Subconservancy District consulted with us on some options for recharging the aquifer as an alternative to a public hookup. The countys preliminary proposal for a feasibility study is being left open until the committee can look into it a little further. We have now received over 150 survey responses. This information allows us to plan some water level measurements at certain strategic locations that we will pinpoint on the subdivision map. More information will be forthcoming soon and some respondents will be contacted for measurement days by phone and we will likely due a follow-up mailing only to those residents that sent in their surveys once we have more to report.
- 26JUN07: Second committee meeting. Discussed the need to collect some real data regarding changes in water depth and quality that have occurred in our neighborhood. Along with USGS data and the State Engineer's well logs, it was recognized that each of us is a valuable source of information on our own individual wells. The committee drafted a Ruhenstroth Water Survey, which should have been sent to your postal mailing address. A copy of the original file is posted HERE as a Word document.
- 03JAN07: First meeting of the Ruhenstroth Water Resource Planning Committee. Although official "minutes" were not taken at this meeting, Nick Zaninovich took some personal notes, and has generously provided them to be posted HERE as a Word document. - 21DEC06: "...On December 21st, a letter was sent to Mr. Tracy Taylor, P.E., State Engineer at the Nevada Division of Water Resources. This LINK takes you to a PDF file that summarizes the official withdrawal of change application #74904.
- 18DEC06: "...In response to citizen concerns regarding the transfer of water rights into the Fairgrounds (Ruhenstroth Fire Station) well, the County has elected to withdraw change application #74904, and reassign the water to another well outside of Ruhenstroth..."
- 15DEC06: Due to neighborhood concerns over a proposed water transfer, Douglas County Commissioner Doug Johnson called a community meeting at the firehouse. Johnson proposed creating a smaller working group of volunteers to consider our water situation as it evolves.
- 09FEB06: USGS updated their online Web Page summarizing status of the "Douglas County Ground-Water Trends" project. The objective of this project is to evaluate changes in ground-water quality and depth by analyzing data reaching back to 1981. According to the project overview, "...Identifying the occurrence of ground-water degradation and the factors related to these changes will help the County manage existing water-quality problems, plan development for minimal impacts, and maintain a reliable water supply..."
