Wyoming Enemies

    Antipeonage Act Site Map.

The Department of Family Services runs the Child Support Enforcement Program.  This program is divided into 9 geographical districts, corresponding with the state's judicial districts.  Most of the county governments do not run their own child support programs.

Districts 1, 2, 3, 8, and 9 covering Laramie, Albany, Carbon, Lincoln, Sweetwater, Uinta, Converse, Goshen, Niobrara, Platte, Fremont, Wind River, Sublette, and Teton Counties are run by a PRIVATE corporation, Child Support Services of Wyoming.

In District 4 a Joint Powers Board was formed between Sheridan and Johnson Counties, each county having a Child Support Authority.

In District 5 a Joint Powers Board was formed between Park, Big Horn, Hot Springs, and Washakie Counties, Park County has two Child Support Authorities and each of the other counties having one Child Support Authority.

In District 6 a Joint Powers Board was formed between Campbell, Crook, and Weston Counties, each county having a Child Support Authority.

District 7 is run by the Latrona County Child Support Enforcement office.

This is similar to what we see in California, the elected county prosecutors being relieved of this responsibility and the state government taking over the local office.

The county governments of this state are not a presence on the web.  Laramie County's government apparently has a web site, but at this time, December 1, 2002, it does not load up on a broadband connection.  Perhaps they can fix that.

Article I Section 2 of the Wyoming Constitution declares the equality of all human beings.

Article I Section 3 of the Wyoming Constitution declares equal political rights.

Article I Section 5 of the Wyoming Constitution prohibits imprisonment for debt except in cases of fraud.  I guess child support is a fraud.

Article I Section 6 of the Wyoming Constitution is the state Due Process Clause

Article I Section 7 of the Wyoming Constitution declares that absolute, arbitrary power does not exist over free men in the Republic.  If only that were true.  I guess noncustodial parents are not free men.

Article I Section 14 of the Wyoming Constitution prohibits excessive fines and bails and cruel and unusual punishments.

Article I Section 24 of the Wyoming Constitution provides for the right of citizens to bear arms in defense of themselves and of the state shall not be denied.

Article I Section 34 of the Wyoming Constitution requires all laws of a general nature to have uniform application.

Article I Section 37 of the Wyoming Constitution declares the supremacy of the Constitution of the United States.
