The Association for Children for Enforcement of Support is private organization with a political action and legal action purpose. It is our enemy, they are peonage criminals. However, that is not to say that there is no useful information on this site. For instance, ACES filed a lawsuit against Ohio for collecting $10 million in child support and then NOT distributing it to the custodial parents. Michigan also seems to have collected but not distributed. Nationwide, $634 million in child support payments collected but not distributed, and we are not talking about reimbursement for welfare expenses, we are talking about money that should have been distributed. Now there is an interesting defense to a contempt action: "Why should I pay through the state child support agency if my ex is not going to get the money anyway?" Without the money going to the custodial parent, the state does not have a legitimate interest of government.
How can that survive a Constitutional challenge? Equal protection of state constitution that prohibits imprisonment for debt? Involuntary servitude? Even if you accept the duty to support the child as a valid excuse for violating the Thirteenth and Fourteenth Amendments, a proposition that endangers still married parents and other custodial parents, you cannot accept the violation of the Constitution when the money is NOT distributed to the custodial parent or otherwise used for the benefit of the child.
I can confirm that this organization helped pass 18 U.S.C. §228, which is clearly unconstitutional as not authorized to Congress by the Constitution and as offensive to the Thirteenth Amendment.
Two other very significant nongovernmental enemies of our Constitutional rights are the Northwest Women's Law Center and the National Women's Law Center. Hollis Hill was a member of NWWLC in the late 1980's, her husband Peter Nickerson was hired by the Legislature to create the support schedule enacted as chapter 26.19 RCW. These two organizations count among their members numerous attorneys, judges, bureaucrats, and elected legislators. Everything the conspiracy theorists accuse the Freemasons of doing, these two organizations accomplish. If you are a female attorney, and you have political ambitions, joining these two organizations and taking a hard line against the constitutional rights of noncustodial parents is one sure fire way to get a cushy government job.

Problem here, is that I actually am in favor of some of the positions taken by these organizations. A District of Columbia regulation of baby names? Please. Want to go to the clinic to take care of the Ooops! that resulted from your prom date? I have no problem with that. But ladies, making war on the men is not the answer. An excessive child support order is an unpaid child support order. It brings out the Antipeonage Act in all of us. Taking away licenses and throwing people in jail for failure to pay MONEY does about as much good as sending suicide bombers helps the plight of those living on the West Bank. Noncustodial mothers like Dawn Case are treated just as harshly by these counterproductive laws. Your efforts to keep men from winning custody of their children as much as possible does not help the women who lose custody anyway. And once the protection of the 13th Amendment is stripped from those with children to support, there is no 13th Amendment to protect ANY parent.
I cannot help it if you're too blinded by your ideology to see that. It sure blinded you to the plights of Paula Jones, Juanita Broderick, Kathleen Willey, and other women who are abused by your political allies.

www.forgottenchildrenwv.org This is probably a well meaning attempt by a custodial mother who blames all of her problems on an ex who fails to pay her money, but does not place any blame on her own failure to maintain employment or a relationship with the father of her children. However, it contains many of the Joseph Goebbels tricks of demonization of a class of people against whom unreasonable demands have been made and is without any hint of consideration for such forces as recession, corporate mergers, or job exporting to nations where the labor costs and resulting standard of living are so low, she looks rich by comparison.
One of the uglier strands of feminist thought concerns the belief that men are inherently evil and unnecessary. That the "patriarchy" should be destroyed by destroying the men. Including by using the children and the traditional duty of parents to support said children as a weapon to destroy their fathers. Even using the needs of the boys to destroy their fathers, and then present such boys with a legal climate rendered such that to enter into a marriage or sexual relationship is most dangerous thing they can do. Their only safe choices are celibacy, homosexuality, or vasectomy. This is expressed in no uncertain terms by Valerie Solanas in her incredibly hate filled diatribe, "The S.C.U.M. Manifesto". Believe it or not, it is listed by Sweet Briar Collage on their Gifts of Speech website along with many other famous speeches, including uplifting speeches by Martin Luther King, Jr., John F. Kennedy, and Ronald W. Reagan. Please note that Reverend King, President Kennedy and President Reagan are men. Ms. Solanas wrote this in 1967 and it was published in 1968, the same year she shot and wounded Andy Warhol. "S.C.U.M." stands for "Society for Cutting Up Men". As you read this Manifesto, you will discover several things: 1) it differs little from the discussion of Jews in Mein Kampf; 2) her assault on Andy Warhol was a hate crime in that it was motivated by hatred of his gender, 3) what it advocates is what British Columbia pig farmer Robert Pickton did to women, he cut them up during or after killing them, 4) she does not believe that every human being has inherent value, 5) there is little difference between what she has her hypothetical (we hope hypothetical) organization, S.C.U.M. will do to men and what the divorce industry, the one sided practice of domestic violence law, and the Child Support Crusade are presently doing to men, and THIS IS MOST IMPORTANT, 6) THE FEMINIST MOVEMENT IN GENERAL HAS NOT DISOWNED AND CONDEMNED MS. SOLANAS AND "THE S.C.U.M. MANIFSTO" AS THE HATE-FILLED DIATRIBE IT IS.
For those of you who are concerned about government tracking our every movement in general, beyond the child support and family law issues, there are private companies out to profit from such government expenditure. Now it is true that home detention alternatives to sentencing can be unsatisfactory to some. The monitoring agency is often a privately run office thousands of miles away; it only sends a facsimile message to the local police when a home detainee walks outside his allowable zone. That does not mean that this technology cannot be used for more sinister purposes.
In the time since I first wrote this page, a catchy new term has been developed for this phenomenon: GEOSLAVERY.

I am only a little miffed that Professor Dobson gets all of the publicity for warning about the potential for geoslavery. However, I am gratified that I am not the only one concerned about the awful potentials of this technology. Below is my original warning about geoslavery, written before it was called that.
Face recognition technology, made famous by its use at a recent Super Bowl game, is made by www.viisage.com. The scanning cameras are sold by www.jai.com. If your pretty face has been featured on "America's Most Wanted", you might want to dress up as an Islamic woman in a hejab and veil every time you go out in public. Problem with that, you might get "randomly selected" for a search because of the all the terrorism committed by those who claim to follow the Prophet Mohammed! The problem is, this technology can be used by a Big Brother government to track ANY politically incorrect person, not just wanted criminals or suspected terrorists.
One brand of electronic home detention is made by www.elmo-tech.com. If used by someone with more interest in controlling you than the City of Podunk Acres to save the cost of holding you in the county jail for a month, this could become a truly evil technology indeed. Elmo Tech makes bracelets, anklets and watches that contain the transmitter and the tamper proof locking mechanism. If you cut the thing off, the monitoring agency knows about it. If you shield it off by wrapping aluminum foil around it, that will also be known.
But it could also be placed in an implant that can only be removed surgically. Applied Digital Solutions is offering exactly that! They call it VeriChip. Here is the shocking thing about this product: The FAQ page for this product, states that it "has a special polyethylene sheath that helps skin bond to it-to keep it in place. Its expected life is up to 20 years." It states that "The chip is inserted just under the skin in the fleshy part (underneath portion) of your upper arm."
What does THAT mean? If you research the use of polyethylene in medical implants, what you find out is that such coverings are made porous to allow tissues to grow into them. Such tissues as heart artery, subcutaneous fat, and skin. That means you cannot slip it out, you have to SURGICALLY remove it if you no longer want it in your body. By that I mean CUT the flesh around the implant because the flesh has GROWN into the implant. I am not the only one to express alarm at the existence of this technology. Please read Lee Tien's column. There is now a proposal in Britain to install VeriChips in certain convicted criminals upon release to allow for tracking them. This is by the same Labour Government that is proposing a bill in Parliament to do away with the ancient English protection against double jeopardy. The protection against double jeopardy is incorporated into the Fifth Amendment and all 50 state constitutions, and into the laws of most English speaking nations and other nations formerly associated with Britain and into the laws of some nations that were never a part of the British Empire.
Gee, why not force noncustodial parents into carrying VeriChips because enforcing child support is more important than every other consideration? (Maybe I shouldn't suggest that!)
Incidentally, Applied Digital Solutions' Digital Angel subsidiary has patented an improvement to the Verichip. What is going on here is that the Digital Angel technology previously sold in watches and biosensors is now incorporated into an implantable chip. A description of this was given by the Applied Digital Solutions President Scott Silverman on Hannity and Combs. First he described the Digital Angel product. Then he describes the PLD, the Personal Locating Device. He gives the dimensions to be 1 1/4 inches in radius and 3/4 inch in height that can be implanted in the clavicle area of a child. Probably wrong, that is a bit large for an implant. 1 1/4 inches in length by 3/8 inch diameter would be more like it. Clavicle is another word for collar bone. If such a cylindrical device can be placed inside the marrow of a long bone, it would not interfere with muscle movement, be uncomfortable or noticeable, and would not reduce the blood cell production of the marrow by a significant amount. An alert goes out whenever the child goes more than a mile away from home or school. He describes it as the hybrid between the Digital Angel device and the Verichip.
Add in a small battery that can be automatically recharged by exploiting body heat, blood flow, or muscle movement, and the radio transmitter could be made powerful enough to be picked up by satellites and the cell phone system.
If you are over 18 years of age, you could log on to www.sweetchastity.com to get an idea of what darker purposes this can be put to. Don't worry, Chas, I don't consider you an enemy. In fact, I consider this imaginative Canadian to be performing the same valuable service that Mary Shelley performed with her Frankenstein novel: to warn us about the darker consequences of new technology. If you figure out how to make a plowshare, you have figured out how to make a sword. In Chas' hypothetical "Chasti-Permalock" product, nanotechnology machines, he calls them "nanites", work to bond the product to its human subject so that it can never be removed. Star Trek fans are familiar with this concept as used in the Borg Collective. Chas goes a little over the top with his fantasy, but any good science fiction does that. In real life, a device coated with porous polyethylene would be extremely difficult to remove, even with surgery.
You really want to get scary? Consider that barbells used in body piercing, such as eyebrows, lips, tongues, and parts below the neck, are made of stainless steel to PREVENT bonding. Coat the barbell stem with porous polyethylene, insert before the piercing is healed, and once it's in for a week or so, it's staying in.
If a cell phone's mechanism is included, the implant can vibrate or make a noise every time someone dials the cell phone number. Or it could do worse things! Most who hear voices in their heads are classified as delusional, but there are perhaps some with voices that can be surgically removed. If the devices were coated with porous polyethylene, the surgery would have to be more invasive. Not only can a Big Brother government use this to track politically incorrect citizens or its own agents, so can a corporation, a terrorist or criminal organization, or even a private citizen tracking and controlling another private citizen.
Digital Angel Corporation, a subsidiary of Applied Digital Solutions, offers a wristwatch system that includes among its features, a "Wander Alert". Its biosensor technology may be used for benign purposes, but imagine being under a court order to wear such a device to monitor for marijuana use, alcohol consumption, other illegal drug use, and being within 500 yards of a former girlfriend who got angry with you and obtained a protection order with precious little due process of law. You don't always get a jury to determine the facts upon which such restrictions of your freedoms are imposed.
One way to enforce such a restraining order is to place implants into both petitioner and respondent. The neat thing about laser and radio signals is that electronic technology has long been available to measure the time between sending a signal and receiving the reflected signal from an object. Because the speed of light is such that the photon will travel just less than a foot, 30 centimeters, during each billionth of a second (nanosecond), the distance to an object can be measured to within inches of the actual distance. This started out as a classic experiment by college and high school physics professors. They would rig up a mirror at one end of an athletic field and a laser sending and receiving device at the other end. Perhaps they would measure the distance at 100 meters, or just use the football yard lines to determine distance. With an oscilloscope, they would calculate the time between sending and receiving each signal, and then estimate the distance from the sending-receiving station and the reflecting mirror. Compare with the known distance, say the 120 yards from end zone backline to end zone backline on the football field, and the students would be wowed by how accurately the distance was measured. The Apollo missions set up such reflectors on the Moon and we have since measured, to within inches, the distance between the Earth and the Moon. Since then police radar devices and range finders sold at gun shops make use of this kind of technology. The implant in the respondent to a restraining order would periodically send out radio signals. The implant in in the petitioner would send a response signal. The implant in the respondent would then measure the time the signal traveled, divide by two, and then calculate the distance on the basis that during each nanosecond the radio signal traveled 11.8 inches or 30 centimeters. Should that distance be less than the distance specified in the restraining order, say 1,000 feet, the implant can then warn the respondent and advise him as to which direction to move to get back in compliance with the restraining order. This can be monitored and the court will know how well the respondent complied with the restraining order, including how quickly he moved to avoid contact with the petitioner, and whether he used the warning device to track the petitioner.
Maybe I shouldn't be suggesting these ideas! For my concern as to where this is going read my letter in response to the proposal that we Americans be required give our personal information to the government as a condition of leaving the country on an aircraft or a ship.

Don't get me wrong, I'm all for keeping children safe, and locating them fast if kidnapped. But one does not need the inventive imagination of a Tom Edison or a Ben Franklin to imagine more sinister purposes for such technology, including this very product!

Wherify Wireless and Digital Angel also offer automobile trackers. You can locate your vehicle wherever it goes. You can also keep track of your large trucks, of sensitive packages on those trucks, nuclear waste shipments, and other high value or sensitive assets.
Which brings me to suggest some concerns about the control freaks we keep electing. We now have mandatory seat belt laws in some states. If the police do not see your shoulder strap, they now have probable cause to pull you over and write you a ticket in the State of Washington. Just seeing this makes my blood BOIL! I am dumbfounded that this is not as unpopular as motorcycle helmet laws in Sturgis, South Dakota. (www.clickitstickit.com is sponsoring an Initiative to overturn this recent change in the Washington laws. Having received such a ticket as a passenger, I have challenged the constitutionality of this statute.) Maybe we can require all new automobiles to be equipped with these GPS trackers that can also tell how many passengers are being carried, if the seat belt for each is buckled, how fast the vehicle is moving, whether the engine is tuned up regularly, whether the catalytic converter is replaced at the correct intervals, and generate a notice of infraction each time the device rats you out! Drive during rush hour, get a bill for the "congestion pricing fee". Once known as "toll". There are those who seriously suggest this! Go 70 in a 60 zone, get a ticket! Run a yellow light that turns red just as you pass underneath, get a ticket! Fail to buckle up, get a ticket! No complete stop at a stop sign? Get a ticket! Who needs cops? We have monitoring technology! Sure, you can go to court to argue that the 20 pound sack of groceries was mistakenly read as a child not in an approved child safety seat. And maybe the judge will strike the ticket if you argue that you have no children of your own and you do not babysit or kidnap children. But if this does not concern you, then I hesitate to consider you to be worthy of the title "United States Citizen". You may be one, but you don't deserve to be one if you think this is acceptable.
Remember that Labour Government in Britain? They are now considering a proposal to require each automobile to carry a tracking device so that the government can charge each motorist a rate such as 5p per mile for using the roads and highways, and a much higher rate for driving in London. Of course, Her Majesty's government will have a record of where each subject has traveled at what time when using his private automobile. If they convert the road signs to Metric, they can charge for each 100 meters or even each 10 meters driven. Sometimes simpler is NOT better.
Kind of makes you glad those Massachusetts Minutemen shot 'em up in 1775!
In Finland, if you wish to use the public bus, you have to enter a personal code into the bus's computer. That way the government knows where each citizen is at any given time. Would you believe that there are Finns who cheat this system by walking? Finns might run off to Russia to escape this tyranny!
