This is to certify that Mr. Risto Delev, though a patient in St-Michel Archange Hospital, is sufficiently well mentally to sign documents having legal value.
The estate of Mr. Delev is not under the jurisdiction of Public Trustee.

Here we have a document, issued by the superintendent of St. Michel Archange Hospital, stating that I am legally competent to sign any document of legal importance. Yet, according to the medical records written by Dr. Juretic (Read Exhibit No. 19 and Exhibit No. 30), I could not handle my money -- apparently I had spent $250.00 on telephone calls, which is a despicable lie -- and which was his reason to caged me and subjected me to a barbaric "disciplinary policy". Moreover, I could not dispose of my own body. The authorization for an osteotomy to be performed on me, (see Exhibit No.22) was given by my wife.
