In respond to the letter sent to the president Vicente Fox Quesada in may of 2002, the engineer Victor Javier Gutierrez Avedoy, general director of the CENICA (that in English means: National Center of Investigation and Environmental Training), he sent the next letter in which he mentioned the feasibility of the "Ecological Reactor".
