Censorship: CIPA

The third and most recent attempt at censorship of the Internet involves the concept of Internet filtering. In December of 2000, the Children�s Internet Protection Act (CIPA) was passed as a rider on a budget proposal. The CIPA requires that schools implement �technology protection� measures on any Internet capable computer (Rodden 2142). This law does not apply to the entire Internet, but only a smaller group: schools who receive any sort of federal aid. This allows the act to cause less controversy because it only affects a relatively small group of people, and does not require that all schools implement Internet filtering- only those who receive federal aid. This law is still in effect today, and as of the fall of 2001 99% of schools provide some type of Internet access (Rodden 2144). The Internet has grown exponentially, as a network for information sharing in the past few decades, and will continue to do so- regardless of any government�s regulatory practices.For more information on the CIPA, visit the ALA webiste, at www.ala.org/cipa/.
