First thing I did was remove all the unwanted blemishes and use the Unsharp Mask Filter to sharpen the image. The Solarize Filter gave me the right look I wanted and after that I adjusted the Color Balance in favor of more blue and more magenta in highlights and a little bit more blue in midtones.
