The first thing I did was adjust the Levels so the image would be lighter in the sky and have darker shadows. After that, I removed some annoying specks in the sky and around the buildings. The next step was to apply the Solarize filter to give the whole photo a dark spooky look. I also used the Unsharp Mask Filter to sharpen the image.
