When the station operated in the 41 meter band it had to transmit late at night in order for it to be heard on the East coast because the station was located in California. There were some broadcasts that were broadcast in the daytime but they were made in the 19 meter band. Transmissions were sporadic and under 45 minuets.

After the bust Radio USA the Captain feared that all pirate broadcasting would stop as the FCC had planed. 

The activity of Jolly Roger International transmissions increased and so did other free radio stations. The goal of the station from then on was win the ACE pirate of the year award which happen in 1992. In 1991 the Jolly Roger International started transmitting programming in AM Stereo. The studio was rebuilt and a stereo exciter was designed and built. In order to keep up with other commercial stations Jolly Roger International added its own traffic chopper, "JR Eye in the Sky" to track of those pesky monitoring trucks. It also found many good uses as a weapon against FCC strong holds such as the many FCC monitoring stations around the country.
