Ms. Desiree P. Rabinov, Chairperson, is currently a Transportation Planning Manager with the Los Angeles County Metropolitan Transportation Authority. She is also managing the Welfare to Work Transportation Program for Los Angeles County. This position requires her expertise in managing and implementing several million-dollar transportation plans that will be coordinated with public sector agencies and community-based organization. During her 12 years in transportation she has acquired skills in other areas, which include: Transportation Demand Management programs; goods movement studies; transit and rail station development. For over 13 years, Ms. Portillo-Rabinov continues to be actively involved in community and civic organizations where she has served in leadership positions as president and/or chair for policy and service oriented non-profit organizations.
Ms. Teresa Lujan, Esq., Vice-Chairperson, was born in Texas but raised in Los Angeles. Her higher education includes a Juris Doctor from Columnbia University in New York and a Bachelor's Degree from Scripps College in Industrial Relations. Ms. Lujan has mentored at-risk female youth for five years during her tenure as Vice-President of Comision Femenil Mexicana Nacional. She has also been a guest speaker for Adelante Mujer Mexicana in which she addressed issues affecting young Hispanic women. Ms. Lujan is an employee of the City of Los Angeles City Attorney's Office where she works in the Housing and Community Development Department Division, which encompasses several social service programs.
Ms. Lydia Morales, Secretary, is a true community liaison for the underserved. Ms. Morales has made it her goal to service the low-income residents of the community. She works for the U.S. Department of Housing & Urban & Development (HUD) in the Department Enforcement Center and continues to promote Education and Training. She is a strong supporter and member of Project Amiga. She is actively involved in the community and is Co-Chair of our annual Menudo Walk benefiting our prenatal education workshops.
Mr. Armando Esparza, Treasurer, is a counselor at McLaren Hall Children's Center, which is a Los Angeles County facility for abused and displaced children who are wards of the juvenile court system. Mr. Esparza earned a Degree in Urban Studies from California State University, Los Angeles. He is completing his Master's Degree in Public Administration and Planning. A native of East Los Angeles, he served his county as a Marine during the Vietnam War. Mr. Esparza worked at Rio Hondo College as a Veterans Program Coordinator responsible for the oversight of student advisement and course requirements. He planned and implemented student support services for returing student veterans. |
