Under trilateral friendly negotiation and in consideration of joint development, the three parties – Emergencies First Aid & Rescue (Singapore) (EFAR), Fire & Rescue Association (Thailand) (FARA) and Pre-hospital Care Professional Institute (Hong Kong) (PCPI) with rich experience and relevant expertise in the first-aid knowledge and fire rescue training, jointly take part in the organization of APFF for the promotion of pre-hospital care knowledge for Asian and other foreign countries.

Co-operation agreement of APFF has been signed by the representatives of three parties on 16.10.2004 at the training centre of EFAR in Singapore where the first General Meeting of APFF has also been held. Two representatives from each party were took part in such meeting and the Executive Committee was also formed. A Chairman, 2 vice-chairmen and a Secretariat group of 3 were also selected at the meeting.

The three parties agreed to issue APFF's certificates of the programs listed in the agreement after conducting training course in each individual Country / Region. In addition, the three parties agreed to accept each other certification in training programs listed in the agreement and where necessary to convert their respective certificate to local requirements.

APFF has made its registration in Thailand where the head office of APFF has also been established simultaneously. APFF has everything in readiness for the collaboration with a wide variety of the Asian countries as well as to every corner of the globe.
