This tunnel is the proposed Alternative to enter and exit Portmore. The Highway passes over and both intersect on the Mandela Highway. All traffic coming off the highway to the Airport, Portmore, Dyke road must pass under the tunnel.
The Tunnel is part of a cluster of intersections erected as the Alternative. All roads leading from Portmore must come this way to exit onto the Mandela Highway, including the Dyke road, currently being upgraded.
Lord Anthony Gifford during his address to the residents of Portmore at the Civic Centre on March 22, 2005. Lord Gifford concluded that the route via the Mandela Highway was not an alternative route within the meaning of section 8(2) of the Act, since it is not in the area in which the toll road is to be established. He was also of the opinion that in designating a toll road without providing for a lawful alternative, the Minister acted unlawfully. |
