Background.
After the Second Central American Corporate War (SCACW) Mexico, like all of Central America had to rebuild it’s self from the ground up. So with the Assistance of Australia, who also aided the Mexican expulsion of the US predominate industries and corporations, then left the way open for Mexico to be its own country. Australia has been fully behind this idea and gained the same tax rights as Mexican industries, all other nationalities pay double. Russia is also believed to receive the same privileges, and are rumoured to have supplied 80% of all arms and vehicles used by the Central American Forces in the SCACW, and trained people in the arts of sabotage and terrorism this helped greatly in the war against the Us Corporations. While the US Government saw nothing that went on by it’s corporations South of its borders, and did nothing to pull them into line.
The first thing Mexico needed to do, after achieving independence, was to generate a larger work force, which it did by allowing it’s indigenous population (Mayan, Inca & Aztec decent) to have large tracts of land to self govern. The territories that were handed over were Tabasco, Chiapas and large tracts of the Yucatan peninsular. Upon receiving this land the new governor (The Sun King) encouraged the same peoples to move out of the war ravaged south to the lands in Mexico. This caused a mass exodus from the south, where the Mayans and similar races have been experiencing genocide for countless decades, and the birth of the Neo-Mayan civilisation (all be it a hybridised version of all the native cultures). This has created new problems for the various Mexican Governments, such as these territories now wants full independence, and are rumoured to want back their land, which was stolen by Europeans in the 16th Century.
The other form of encouragement for people to migrate to Mexico was to grant anyone skilled in a trade (ie. Building) was granted immediate citizenship for them and their families. Providing that they could get to where the work was and prove that they had moved out of South America. However not all of these migrants moved into Mexico to work many set themselves down in the hills and forests, and account for 30% of Mexico’s bandit problem.
The rest of the bandits are either deserters and/or black ops sent south by US corporations (normally punishment detail), which account for approximately 50% of the recorded bandit attacks. The remaining 20% of bandits are believed to be, existing groups that have been raiding convoys since before the SCACW.
As well as this many of the nomadic workers have never settled down in one area, and still cross the county going from job to job. These Worker Gangs are very similar in content and organisation to America’s various Nomad Packs. These must be treated with the same caution in the open country, as they are very aggressive towards unknown groups approaching their temporary camps.
With its population swelling, Mexico needed more money to pay for the rebuild so decreed that all natural resources are the sole property of the Mexican Government. So all foreign industries (except for Australian Corporations.) have to pay huge fees before extracting any of Mexico’s resources, and have huge penalties if they exceed the allotted yearly quotas. However the mineral resources are well worth the fees, as there are large deposits of Gold, Silver, Copper, Iron, Zinc, Graphite, Uranium and Amber. Mexico still has oil resources left in the East Coast States of Tamaulipus and Veracruz; these are highly guarded areas and are subjected to more spot checks than anywhere else.
The country has also suffered mass deforestation and disastrous levels of environmental pollution, which Mexico needs to finish cleaning up if its population is to grow. Large Australian Corp’s have assisted financially and technologically, in the clean up of Mexico and they have achieved great gains from doing so. (Mining with light duties and almost no existent import duties.) Mexico has also launched an ambitious re-forestation program and aim to get the areas of rain forest back to that of Feb. 1976. The Lumber must come from sustainable forest, not the new preservations. Also the Australian Bio-engineering firms especially Nature Recreated Ltd, have used the wildlife DNA libraries to recreate the species that had become extinct and to pull back those that were on the brink of dieing out, all be it slightly enhanced to cope with the pollutants that still remain.
This might appear to have been a smooth transition from U.S. corporate rule to Mexican home rule, but in the second year of independence, the U.S. corporations were nearly invited back in by the first Mexican Prime Minister, Huraclaise Mandosia. He started talks with the same U.S. corps that had been expelled by the uprising of the populace in the SCACW. The Mexican armed forces got wind of these talks, and were backed up in the storming of the governmental encampment by the Australian/ South East Asian peacekeeping presence and Russian Siberian troops that were training in Mexico at that time. These all now wish to expel the U.S from the international Mutual Defence System set up in 2009 owing to the damage done to the Central American Nations before the SCACW, and have embargoes set up against US Corporations owing to their flagrant breach of the Human Rights act in these countries and other developing nations, which have nearly been bled dry by the US corporations.
The battle that followed lead to the public executions of the first Prime Minister and all of the American representatives, plus their bodyguard. Following this the Mexican military organised the first true elections for all governmental ministerial positions, every one in the country had to vote and the military moved around the country taking the populations ballot to them, as many of the people had never been able/allowed to vote before. At the same time they continued assisting the aid work and rebuild program, with far more efficiency than the disposed government. They continued ruling Mexico until they last vote was counted six months later, and stepped down and the new government took over.
In the time when the military ruled was when Mexico declared that all resources within their territory were owned and controlled by the government, this has never been repealed and they rules of election have changed slightly. This time period has since been referred to as ‘The Mexican Revolution of Independence.’

Agriculture.
The Mexican Government put into action a policy, in 2013, put into place under military rule, which has given the agricultural industries over to the farmers rather so that they get the full market price for their goods, without the Agro-corporations taking the largest cut. Therefore the only form of agricultural production comes from many smallholdings, with the largest covering a few hundred hectares with several farmers running it. In the past 30 years a few of these smallholdings have banded into lose co-operative efforts, of several smallholdings pooling resources. The main staple crops are maize, fruit and vegetables, with some wheat and barley production. Smallholdings combining their ranching do the main livestock production, mostly for the mutual protection of their herds, instead of the financial benefits. The cash crops are predominated by the cotton and coffee plantations, which are found in the north and south east of the country.

Medical Facilities.
The true hospitals are mainly found within the largest towns or cities, though there are great variations in the degrees of cleanliness, proficiency and technological equipment. The smaller towns have large groups of doctor’s surgeries, which try their best to deal with the cases presented to them. However most major operations and advanced treatments have to be forwarded to the large hospitals, for a high price.
If your travels take you to the small towns and villages, there may as well be no real medical assistance at all. Here you will find the odd doctor dotted about, who has to travel for miles to see all of his patients in different villages. There are also a few backwoods ripper doc’s plying their trade, the odd local inhabitant with a limited knowledge of first aid and natural remedies. Last but not least in the odd village it is the local priest who provides the medical help. These you will find are very proficient at removing lodged bullets.
There is a small branch of Trauma Team operating within Mexico, but if you are over 30 miles away from the nearest large town there is only a 40% chance that they will arrive (1d6+1*10mins.) There is also a "Flying Doctor" service available in all but a few outlying areas, which have branches in most towns. These will come when called (1d6*10mins.), which charge between 2000-6000Eb per year. This depends on how much cyberware you have implanted. However they have earned the nick-name "The Flying Rippers," but at least they get there 9 times out of 10.

Cyberware clinics.
These are on the whole very few and far between across Mexico, but are getting common again in the large cities. These will fit most forms of cybernetic implants, but the more exotic packages are very hard to get hold of, there are however long waiting lists for implantation of equipment. There is also the cybernetics act 2027, which limits the amount of cyberware that can be fitted to an individual. This is judged by a psychological analysis before the fitting of any cyberware, and if the customer is deemed unfit for implantation then his application is refused. Oh by the way there is a 500Eb charge the interview before you start talking about what cyberware you wish to have added. Due to this there are literally thousands of ripper doc’s out there who claim to be able to fit any cyberware you wish and take you cash more than willingly. Weather or not they can is a different matter entirely. Still if the Legal outlets turn you down where else do you go?

Media.
The media of Mexico is kept under strict governmental control and all Mexican programs and publications are produced under the name of Mexican Productions. Subsequently all of the reports are biased towards what the government wants you to know, and are literally full of propaganda, mostly anti-US. There is also a monthly publication produced by them, which is delivered to every abode entitled ‘The Democratic Mexican.’
This is a compulsory read and, no issue is allowed to be either destroyed, or defaced for six months. There are odd spot checks for this paper so it is always helpful to have issues left in reasonably prominent places. These checks also include a pop-quiz on recent news reports in it, and fines are imposed if you do not reach the requirements of the spot checks.
WNS are the only out side media agency operating within Mexico’s borders, but they are only allowed to relay reports that have been sanctioned by the Mexican government. The reports that are produced by WNS are sketchy in comparison to those given by Mexican Productions. There are also a few licensed freelance medias in the country, however all of their footage is viewed by Mexican Productions, for approval to sell in their own format, it must be submitted as full program, and most footage is returned for them to sell else where in the world.
It is also rumoured that they Mexican government use their media’s for black-OP’s filming. Utilising a variety of ‘chips’ controlled by the main media offices and by an implanted cyberware control systems computer. The ‘chips’ controlled are a combination of ‘combat chips’ and a novel twist to the ‘Komand Kill’ which is referred to as the ‘Komand Film.’
This concoction of chip ware and computer programs means that the reporter will stick to filming, the exact requirements of the Mexican Government, if they so desire. This has most been utilised in the still U.S. held Panama Canal Zone, where they have been reported to film to the bitter end, and fight like professional killers.

The Bad Lands.
The Bad Lands are considered to be any area out side of a 10-30 mile area around large centres of habitation. These area’s are prone to bandit attacks, which get worse as it gets darker and convoy size is not always a bonus as the larger convoys seam to suffer slightly more attacks than smaller ones. There are other things, which cause many problems to the unwary, but these will be mentioned in depth later.
The villages and towns that are found in The Bad Lands are often not much safer than camping out in the wilds. Here you will find the law administered by a local sheriff, who gets elected by the locals and generally holds the position for life. These sheriffs get no real pay as such, as it’s down to the villagers to support their sheriff. However they are allowed to keep 30% of all fines, with the remaining 70% to be spent on keeping the sheriffs office going. These sheriffs also have to power to make new by-laws for their area but are not allowed to repeal any. If you are travelling through these places it is best we feel to get in touch with the sheriff before arriving and have them escort you to town, as many treat travellers as targets to arrest and fine for the slightest infringement of their laws.

Biotech Creatures.
(Things that go bump in the night.)In The Bad Lands many people have met their end as a meal for one of the many genetically engineered creatures, which have made these areas their homes. These are the result of a bioengineering project, which was rushed to help the U.S. Corps turn the tide of the SCACW.
Bio-Technica and similar corporations realised that they were a part of a loosing battle and decided to rush their bio-warrior program, which was intended to create animals that were able to do the softening up work on ground troops. This produced a wide range of monsters that were completely uncontrollable and yet highly effective predators; of which many managed to "escape" the bioengineering plants dotted within various backwaters of Mexico.
These escapees have since spread out and made The Bad Lands their homes, where they roam freely picking off livestock and unwary travellers. Their main attacks on people and livestock have occurred mainly just after sunset and just before dawn, but please note that attacks from these can happen at any time so it pays to be wary.
Main Types:
1} Hounds, these are larger and tougher than normal guard dogs and live in large packs, with around 25 on the hunt at any one time. These have mostly been reported to attack individuals who are out of direct contact with other humans. They also have been seen going on the aggressive if gunfire is near by. This leads to aggressive pack behaviour, leading to attacks and subsequently death to the people that disturbed them. The few surviving witnesses have reported seeing the hound’s skin bubbling as their wounds heal. These animals are found in all areas of Mexico, but seem to be wary of people clad in metal gear or equivalent armour.
2} Hunter~killers, approximately the same size as a Gemini Borg, although possibly bigger, these are bi-pedal reptilians which share the same camouflage capabilities as the chameleon. The HK, will attack individuals and small groups, armour seems to have little or no effect on these invisible killers. The main areas of habitation appear {by reported attacks} to be in dense forest and the high mountain passes, which afford them the best cover and background colour for the ambush attacks in which they seem to relish. However there are also rumours that they can also be aquatic. The larger APCA suits have had no reported attacks by HK’s.
The geological survey team relaxed around a warm campfire and laughed, the wind blew through the quiet and still star lit forest. The team leader got unsteadily to her feet as she raised a glass to toast their success. The new gold seam could prove a valuable asset. The jungle behind her grew claws, and her head flew from her shoulders and the glass tumbled to the floor. Her colleges started to panic, but it was too late for them, as they suffered the same fate as their guards. A few moments later four Hunter-Killers fed contentedly by the warm welcoming fire. By the morning there were no remains of survey team 3579.
3} B>M>B’s, our sources claim that these creatures are a bio construct designed to be a match for the best APCA’s on the market. These are no doubt the toughest of the "constructs" to be roaming Mexico. They are rarely seen outside the rainforests and have disappeared back into cover when spotted. The only reliable eyewitness report to have come back from a violent encounter with these is as follows: "The suits peeled like butter, the suits peeled like butter" this was however the last and only coherent statement. However there are reports that they are curious animals and only attack if provoked, and if you move slowly and they don’t feel you pose them any threat they will leave you alone. These B>M>B’s take the appearance of a huge Minotaur covered in crocodilian armoured plating.
4} Lickers, these appear to be a half way between the Hunter killers and a human, who has translucent skin wolver sized claws. There has been some information received that indicates that these are the result of trying to recreate the regenerative properties of the Hunter Killers in a human, it is obviously not the desired result.
5} Some travellers have also reported seeing a strange bird like creature soaring above the highest mountain passes. They claim that it resembles a mythical dragon or wyvern and are about the same size as a condor, one report stated they were fire breathing this is yet to be confirmed.

Background.
New Mexico City was founded at the end of 2012, when Australian corporations decided upon the noble gesture of, funding a re-build of Mexico after the Second Central American Corporate War. This left Mexico with a population sick and dying, and the industries and economy in tatters. Mexico City had been the main front line at the start of the conflict, with the U.S. Corp’s after the oil wells of the Yucatan peninsular, and the extensive mineral deposits.
The new city was designed to incorporate the historical elements of the old city as well as including the dynamic modern building styles. In the centre of the executive zone, the governmental buildings are a fine example of this, as on the outside they resemble the great Mayan temple complexes. The large churches appear to be the original 16th Century, and have their stained glasses recreated from their ruins.
The rest of the city has been built to be modern and up to date, except for the tail end of the poor quarter, which is made up of traditional mud brick houses or pueblos. The ‘work ganger’s’ built these for temporary accommodation, whilst the main construction work took place. However more people added to these houses, so that they could provide services for the work crews, this lead to more people arriving poring out of the Bad Lands. Subsequently the intended buildings, partly due to construction funds being relocated have never replaced the temporary housing.
New Mexico City has the largest ‘shanty towns’ or faravelas in Mexico. It is built upon floating platforms, tethered to the banks of the moat surrounding the city. This has, been demolished and cleaned out many times in the past and now has been left alone, partly due to the tenacity of it’s inhabitants. However many of the people living here are employed in the many ‘sweat shops’ and low-grade jobs such as garbage clearance and sewerage maintenance.
The entire city is encircled by a huge moat and then by impressive 100-250 foot walls, with regular guard posts on top, which give impressive views over the surrounding basin. It is worth remembering that the whole city is 2200 meters above sea level and provides oxygen for its visitors on all of its data terminals. The walls have large chimneys protruding from them at regular intervals, which are connected to fans, which are designed to pull the pollutants out of the city. To further reduce to levels of pollution within the city, the industrial complex has been sighted away from the rest of the city and is surrounded by it’s own high walls, and even higher chimneys.

City Zones.
The executive zone contains the Governmental Offices, the National Museum, and the Main Hospital for the tourists, corporates and executives of the city. As well as these there are also the Central Police Offices of Mexico, which houses both the state police and secret police departments. All of these buildings listed above have been designed to reflect the Mayan and Spanish history of the area, and are high on the list for tourists to visit even though the museum is the only building to allow entry to tour groups. In this zone there is also the start of the City Tour (35Eb), which takes you around Mexico City under guard to the various attractions in the city admission to these is extra.You will need to buy a pass to gain entry to the executive zone, which will cost around 1500Eb per month and are available from any police station in the corporate zone. It’s also worth noting that the walls around the executive zone reach 250 feet in height, and have entry points for AV’s over the 2 roadways. It is illegal to fly over the walls and 1 in 10 vehicles entering and exiting the area. Plus all of the guards are wearing medium to huge APCA suits, with the armoury to halt any vehicle, which tries to gain unlawful entry to this zone.
The
corporate zone is outside these wall and houses the main shopping complexes, the main corporate headquarters, as well as the huge open-air coliseum, where there are held various events to entertain the populous. These events include bullfights, gladiatorial fights, APCA contests and public executions of justice. The majority of restaurants, hotels, reputable bars, concert halls and main stores of the city are found here. Its walls are 150 feet high and have three ways through to the rest of the city; the AV’s have to pass over the walls above these roads. The guards here are in the smaller sized ‘suits’ and also stop search 1 in 10 vehicles entering and leaving the corporate zone.The
intermediate zone sits against the walls of the corporate zone and flows straight into the poorest areas of the official city. This zone holds the engineering school, which was famed in the 1980’s and 90’s, as being the best in the world; they still claim to be the best. It also has the open air Tenochtitlan Market, which is reputed to be the largest in the world, and sells anything and everything including being the main legal slave outlet of the country. This slave trade sells off the criminals, street children (which are a larger pest than the various booster gangs) and specially bred slaves.The quality of the streets drops, as you get closer to
the poor quarter as with the regularity of police patrols, this decline even further as you get deeper into this zone. The buildings are for the most part modern in construction, but many were habituated long before completion and still need finishing off. Also in the furthest reaches of the poor quarter there are many mud brick pueblo houses. Most of these are found behind a new wall that is cutting off the furthest reaches of the poor quarter from the rest of the city, under the instruction of the Children of the Sun. It is worth noting that the wall is being constructed by main members of various booster gangs, which have become too much of a problem in the surrounding area.Be warned the area behind the wall and some of the surrounding areas are patrolled by ‘the Children’ who enforce the Neo-Mayan laws, not so much the Mexican laws and the punishments range from the strange to the gruesome. These take their orders directly from the Sun King and have brought a better policing to this area.

Places of Interest.
Desperado: (Poor ¼)
Hangout for booster gangs one of the more renowned back street disreputable bars. Often the fights that break out here spill out into the surrounding streets, and have been known to be the start of many days worth of gang wars.
Lost Soul:
One of the larger no questions asked body bank. The owners will take any body off of your hands, with out the need for endless streams of paperwork. Still breathing donors fetch a higher price than the recently expired.
La Bordel:
One of the largest brothels in the city, which is also rumoured to be the eyes and ears of the Sun King. However it is better known for it’s competitive prices and the wide range of services its employees provide.
Blood Sports:
An underground combat pit, where all comers are welcome for a price. It also has an illegal slave outlet, which is believed to be the largest wholesaler out side of Tenochititlan Market. This club is owned and run by the Toledo Tagus Booster Gang, who is possibly the most powerful of the gangs at present.
Olmec Dreams:
A notorious booster bar, which also has a large fixer and medi-tech clientele. This bar is much quieter than the Desperado is, but you can guarantee at least one good fight a week.
Widow Speak:
A quiet Cuban bar, which has been confirmed as a, meeting place for Cuban Terrorists and also has a mixed clientele of bounty hunters and smugglers.
Montezuma House:
A large impressive stone building, with a huge cavernous space below, which is the headquarters of The Children Of The Sun. It is said that the Sun King (the leader of the Neo-Mayans) stays here when he is in New Mexico City.
Mexican Blackbird:
(Int)A well known fixer bar, it is said that if you are looking for something then someone here could help, if you know who to ask.
Jucase Hotel:
One of the largest Middle Class Hotels, with average rooms at average prices.
Duras Marina:
This was once a boat yard for the rich and affluent, but now is used as the main anchoring point for the faravela. The buildings have been converted into a string of sweatshops.
Tenochtitlan Market:
The largest open-air market in the world where everything is available for the discerning customer. Here is found the main Mexican slave outlet, where you can buy your registered slaves.
Medical Technologies Body Bank:
The main Government run body bank, the only place you are supposed to take your dead. Here they are recycled into all the useable donor material, and the rest goes to the pet food industry.
Nightbreed:
A nightclub come bar, which is very popular with the netrunners and cyber techs of the city.
Servatron:
A renowned haunt for techies, even though it originally opened as a bar it has also a small workshop, which has grown up behind it. Some people say that it is more workshop than bar these days.
Paradice Hotel:
A very sleazy no-class hotel, which is far more cheep than cheerful.
The Flying Rippers:
The head quarters to the ripper doc’s version of Trauma Team, which has grown up at the top of the Stonebourgh Car Park, and now covers the top two floors with the roof as their AV pads.

A very high-class hotel, boasting it’s owns spa, gym, swimming pool as well as many other facilities. It was awarded five gold stars in a recent hotel guide.

Most Known Booster Gangs.
Conquistadors: low-grade gangs, who indulge in petty crime to feed various drug addictions, also participate in low-level deals.
Castile’s Children: An arrogant booster gang, which consider a good night out as one with a high body count. To join all members must have served a minimum of two days in the arena.
Umajyids: Mostly organise protection rackets, and have also been known to kidnap on occasion.
Mudejars: High profile crime especially slavery.
Alauda Arvensis: A female only gang that has been likened to a pack of feral cats, who can attack anyone, especially males without provocation. This gang is also prone to in fighting.
Toledo Tagus: The largest and most feared gang in the city, who rum Blood Sports and most of the crime rackets in the city. Their main other source of income is from illegal pit fights. To join this gang you must have spent at least two weeks in the arena.
American Terrorist Cells: Although American Corporations will deny this; they all seem to have small groups of Black Op’s within every strategic city or town. These are here to sabotage the Mexican industries, utilities and law enforcement agencies. They will supply booster gangs with guns and ammunition in exchange for various hits to be under taken. It’s worth remembering that these groups do not rely on ‘boosters’ to do their dirty work, often the gang attacks are to draw attention away from the real target.
The Children of The Sun: These are the official law enforcement agency of the Neo-Mayans who, because of the poor levels of policing in the furthest reaches of the poor ¼, took control of this section themselves. They also claimed that area as a Mayan province and have since set booster gangs and other criminals to work walling their area away from the city. As far as New Mexico City’s police force is concerned they can keep it, especially as the crime rate in this area has dropped.
Cuban Terrorist Cells: Cuba was the most ravaged country in the SCACW with large areas carpet bombed to remove all of the recreational and combat pharmaceutical plants, which had kept the countries economy going. Now Cuba has a larger vendetta against the U.S. than ever before and repeatedly hits the U.S. with terrorist attacks. Many of these terrorist cells head to Mexico before moving to either Cuba or the U.S. for another attack. The Mexican Government refuses to do anything about these cells, as there have been no attacks by them on Mexican soil. As well as this they get large deliveries at discount prices of the best Cuban Combat drugs for their military personnel. The law enforcement agencies overlook great many infringements to the Mexican Laws and Ordinances.
(Mutants: Since the end of the SCACW there has been a great many reported cases of human mutations. There are around 5-15% of births being mutated, 25% of mutations develop after puberty. It is believed to have started after biological waste material leaked from U.S research labs. The mutants, having been shunned by the population, band together for mutual protection. These are the ones that evaded the culling that happens to babies born with obvious mutations, the parents are led to believe that the baby was stillborn or died shortly thereafter.
Mutation is perceived as being a mark of deviance and is heavily suppressed, so most surviving mutants try to hide their "heritage" from prying eyes, especially as some mutations do not appear or become apparent until adulthood. The people affected by this are basically fugitives, especially if there is no power, money or high position family to hide behind. In the poorer end of society they are put to death as soon as they are discovered.)
