Competition Rules and Guidelines

  1. BACKGROUND AND RATIONALE
    1. The UP College of Architecture (UPCA) and Lafarge Cement Services (Philippines), Inc. (LCSPI) have been aware of the need to develop architectural solutions to demonstrate environmentallysustainable and affordable houses.
    2. The UPCA and LCSPI have agreed to stimulate innovation by organizing this open design competition to ensure the widest dissemination and application of technology, techniques and approaches in housing people.
    3. UPCA and LCSPI have originally targeted low-income groups as the competition's focus. However, both have realized that low-income groups usually model their aspirations after those in the upper and middle classes. It was therefore decided to offer alternatives to the middle class by way of this competition. It is with the end view of changing the public's aspirations about houses and living in the tropics that this competition is founded on.
  2. THE TITLE AND THE GOALS OF THE COMPETITION
    1. Everyone thinks of their house as "home", the most beautiful place to be.
    2. Most of housing designs have been modeled after European and American exemplars which are incongruous with our tropical climate. The resultant living conditions in these houses would then necessitate high energy and operating costs. The organizers feel it is time to challenge the aspirations of the middle class through a redefinition of the concept of beauty in houses.
    3. The competition aims to redefine the ideal of "beauty" or what is beautiful about a house to include sustainable concepts that will speak about how a house is lived in and how a house is an expression of the owners' values and aspirations.
    4. "Beautiful" here refers to the Filipino concept of beauty -- maganda -- wherein it is closely tied to truth and goodness. Hence, pinakamaganda means the most beautiful or the house with the most good invested in it and is closest to the true way of living of Filipinos.
    5. The competition also aims to demonstrate tropical design as applied to houses that are inexpensive to build and operate. The winning house design must offer an alternative to the usual housing solutions and should be a statement of tropical urban living for middle-income earners. However, the design should demonstrate adaptability for low-income housing.
    6. The winning designs (one for each category) will be built by LCSPI in the UP-Diliman Campus for public viewing and will be eventually used by UP-Diliman for its faculty and staff housing.
  3. ELIGIBILITY
    1. The competition is open to all registered architects of the Philippines and to all architecture students in the Philippines. The competition will have two (2) categories: Professional and Student. Both categories will be governed by the same criteria for judging.
    2. The Professional category is open to all bona fide architects practicing in the Philippines.
    3. The Student category is open to all architecture students in the Philippines, who are enrolled in at least 3 units in their respective schools. This category is also open to graduates of architecture who have not taken the board exam.
    4. Teams of professionals and teams of students may join. However, only one entry per team will be accepted. Also, no team member may be a member in another team joining the competition.
    5. Only members of the jury and of the organizing committee shall be disallowed from participating in the competition.
  4. REGISTRATION
    1. To enter the competition, participants must fill out and submit the registration form, and pay the P500 registration fee. The registration fee is non-refundable.
    2. Upon registration, the participant will receive a receipt and a registration number.
    3. Registration begins on October 27, 2008 and ends on November 28, 2008.
  5. THE COMPETITION PROBLEM
    1. The competition will be for the complete architectural design of a low-medium income housing unit to be constructed on a 200-square meter lot in the UP-Diliman Campus. Each competition category will be assigned its own lot. The parameters of the design problem are:
      1. The house would serve the needs of a family of a maximum of five (5) persons.
      2. The house design may be a starter house that can be adapted to meet the needs of a typical family as it grows and contracts as the children grow and then eventually leave home.
      3. The cost of the house should be within the range of P750,000.00 � the maximum affordable economic housing loan of PAG-IBIG.
      4. The house design should be in compliance with all building laws and regulations.
    2. The design should be a statement of the designer's definition of "magandang bahay", demonstrating the following:
      1. Incorporation of locally available sustainable / green systems and/or materials. Alternative building materials or construction systems should be both forward and backward integrating, i.e., they should have the potential for application to both low-cost and upscale construction scenarios.
      2. Appropriateness of the house for tropical living
      3. Feasibility of the design to meet cost requirements
      4. Adaptability of the house design to meet the varied life patterns of potential users
      5. The integrity of the design in incorporating all the requirements into a delightful whole
  6. SUBMISSION
    1. Format
      1. The design entry shall be presented on a single A0 (841 x 1189 mm) size board, portrait orientation. Boards should have a margin of 2cm all around.
      2. No identification marks, such as logos, names or initials, shall appear on the board entry.
      3. Competitors may use any print medium to communicate their design.
    2. Content
      1. The design entry should include the following information:
        1. Floor plan/s, elevations, sections � drawn in the same scale.
        2. Perspective view/s of the house and/or its spaces
        3. Details to illustrate salient construction innovations or techniques employed
        4. A rationale for the design in text or narrative form, graphic form or a combination of both.
      2. Non-compliance with the content requirements may mean disqualification of the entry.
    3. Submission Requirements
      1. The following documents shall be placed inside a plain white letter envelope (supplied by the Competition Secretariat) and attached to the back of the competition entry:
        1. Accomplished Submission Form
        2. For Professional category: Photocopy of valid professional license of the team leader
        3. For Student category: Photocopy of registration form from school, proving the student is officially enrolled during the contest proper; or a certified photocopy of the graduate's diploma (applies to all members of the team)
      2. For Metro Manila entries, submissions should be hand-carried and personally delivered to the UP College of Architecture on or before the submission deadline. For entries outside Metro Manila, submissions may be mailed or delivered via courier service to the "PMBBL Competition Secretariat, UP College of Architecture, Diliman, 1101 Quezon City", together with the duly accomplished Submission Form and proofs of license, enrollment or graduation.
      3. Each participant is responsible for the protection of their entries during its delivery. UPCA and LCSPI will not be responsible for damages or loss to entries during transit.
      4. Submissions after the deadline will not be accepted.
      5. Submissions will be accepted from February 23 to 27, 2009. Acceptance of submission closes at exactly 5 pm of February 27, 2009.
  7. JUDGING
    1. Five judges, from the academe, the professional organization and Lafarge Cement Services (Philippines), Inc. will be invited to form the competition Panel of Jurors. Their identities will be revealed during the Submission Period.
    2. There will be a screening of entries prior to submission to a Jury for judging. The screening will be done by the Competition Secretariat and will focus on compliance with the submission requirements. A list of ineligible entries will be submitted to the Jury for ratification.
    3. The eligible entries will be evaluated, rated and ranked by the Jury on March 2 & 3, 2009.
    4. During the judging period, all entries shall remain anonymous to the jurors. Only after the winners are known that the submission documents will be opened to reveal the identities of the winners. Verification of the winners' professional or student credentials will be made to ascertain the eligibility of the winners.
    5. The entries will be evaluated based on the following parameters:
      1. Incorporation of locally available sustainable / green systems and/or materials. Alternative building materials or construction systems should be both forward and backward integrating, i.e., they should have the potential for application to both low-cost and upscale construction scenarios.
      2. Appropriateness of the house for tropical living
      3. Feasibility of the design to meet cost requirements
      4. Adaptability of the house design to meet the varied life patterns of potential users
      5. The integrity of the design in incorporating all the requirements into a delightful whole
    6. A report of the jurying process and the critiques on the winners' entries will be published and exhibited during the public display of the winning entries.
    7. The winners will be officially announced to the public on March 5 to 6, 2009. Winners and awardees will be informed through telephone and email
  8. PRIZES AND AWARDING
    1. The following prizes will be awarded per category:
      1. Professional Category
        1. First Place: PhP 100,000, plus plaque of award; Award of design contract for the implementation of the design.
        2. Second Place: PhP 75,000, plus plaque of award
        3. Third Place: PhP 50,000, plus plaque of award
      2. Student Category
        1. First Place: PhP 75,000, plus plaque of award;
        2. Second Place: PhP 50,000, plus plaque of award
        3. Third Place: PhP 25,000, plus plaque of award
    2. Honorable mentions may be awarded upon the Jury's discretion. Honorable awards may or may not have cash prizes, but will receive a plaque of award.
    3. Prizes will be awarded at a time and date to be announced together with the announcement of winners.
    4. The First Place winner for the Professional Category will be awarded the design contract to implement the winning design. The design will be built by LCSPI.
    5. A professional will be commissioned by LCSPI to execute the First Place winner for the Student Category.
  9. DISPLAY AND EXHIBITION OF WINNING ENTRIES
    1. All winning entries and honorable mentions will be exhibited to the public for a time and place to be determined by the UPCA and LCSPI.
  10. OWNERSHIP OF DESIGNS AND PUBLICATION OF WINNING ENTRIES
    1. The winning entries' boards shall become the property of the UPCA and LCSPI. UPCA and LCSPI reserve the right to copy, publish and distribute them in all media for whatever purpose. Use of the entries will be appropriately credited.
    2. Non-winning entries shall be retrieved by their respective owners at their own expense. Unclaimed entries will be disposed of three months from the date of awarding of prizes.
    3. The designers remain the owners of their designs.
