Seiya and Usagi:
In the anime, Seiya is initially attracted to Usagi because "her shine" reminds him of Princess Kakyuu (those feelings transfer over to when they are in their Soldier forms). However, gradually over time, it seems that he does develop true feelings for her.

At first, Usagi doesn't like him that much - he keeps teasing her and calling her "Odango Atama", (Dumpling Head) but she starts to slowly warm up to him.

The two become pretty close in the season and Seiya even believes that he is Usagi's boyfriend. Usagi isn't aware of that though; her thoughts are only ever on Mamoru who is unfortunately Very Dead.

Seiya tries to initiate a relationship with Usagi. He isn't very happy with Mamoru because of the fact that Mamoru never answers any of Usagi's phone calls or letters. It should be duly noted that Seiya isn't aware that Mamoru is Very Dead (he is very understanding when he finds out about Mamoru's circumstances) and Mamoru couldn't have answered any of the calls or letters because he was - Very Dead. It should also be noted that Seiya planned to take care of Usagi because he believed that Mamoru wasn't a good boyfriend and that Usagi deserved better than somebody who never answered her letters or her phone calls.

As time goes on, it's obvious that Seiya does cares deeply for Usagi, even taking a blow for Sailor Moon and getting severely injured.

However, Taiki and Yaten try to discourage Seiya from meeting Usagi because they believe that she'll distract him.

In the end though, after Seiya saves Usagi from Tin Nyanko in a move very reminiscent of Tuxedo Kamen. At first, Usagi thinks that it actually is Mamoru come back because of the way Seiya holds his jacket up, and the rose that he throws to distract Tin Nyanko. She breaks down crying when she sees it's not him, though, saying that she misses Mamo-chan. He's very sad (understatement) as he asks her, "Odango. Am I not good enough?"

However, just before the start of the final concert of the Three Lights, he tells her not to feel bad that it's a one sided love.

At the end of Sailor Stars, when Kakyuu and the Three Lights are saying goodbye to the "Inners," Seiya makes one last ditch effort to see if Usagi is aware of his feelings.

Seiya: Odango, I won't forget you.
Usagi: Yes, we'll be friends for ever.

The other two Starlights think it's absolutely hilarious that she still doesn't get it. Seiya then tells Mamoru to take care of her. And Usagi gets teased because she never got it.

In the manga, Seiya never truly loved Usagi in "that way". She was merely fascinated by Usagi because she thought Usagi resembled Kakyuu. It was mainly two things that attracted Seiya to Usagi; the fact that Usagi's "shine" resembled Princess Kakyuu's, and the fact that Chibi Chibi had an incense burner that she kept in Usagi's room. This incense burner smelled of olives, which, as it turns out, Princess Kakyuu had been hiding in the entire time. It also turns out that the people of Kinmoku smell of olives.

Seiya and Princess Kakyuu:
There's not many hints in the anime, but there's enough to point towards a romance that Fighter and Kakyuu either may have been involved with each other, or at the very least, felt something for each other.

In the manga, though, it was obvious that Seiya was in love with Princess Kakyuu. She was however unable to act upon these feelings for several reasons: Princess Kakyuu was already in love with somebody else (Seiya calls him "her beloved"), and because Starfighter's Sailor Crystal wasn't on par with that of Kakyuu (and even Usagi). Yaten and Luna:
XD This doesn't really count, but I had to include it. Yaten and Luna weren't close in the manga, but they were in the anime. In the anime, Yaten showed a fondness for cats. He took a bath with Luna (resulting in a very amusing commentary courtesy of Minako). Enough said. XD
