This fuel filter change was done on my 99' 24v Cummins

Lubricate the O-ring and the gasket and install on new filter
Replace the O ring on the canister with the new one provided
Fill the canister up about 75% full with fresh clean diesel fuel and slowly insert the new filter into the cansiter allowing time for the filter to soak up  fuel. Watch that you don't insert it to quikly or you will overfill the canister.
Install the canister back on the header by alinging the drain with the header rib. Tighten the canister nut and reconnect the water in fuel sensor
Prime the fuel system by turning the key on and letting the lift pump run a couple of times to fill the canister. Start engine and check for leaks. You my have to bump the starter if you can't get the truck to start up right away.
