I decided to make the seller an offer and, after thinking a little bit, accepted. We went into the house to fill out the paperwork. I asked to see the title. He told me that he had no title for the car. He said that cars of a certain age don't require a title in Connecticut. I thought that he was BS me. I told him that if he can present me a valid title for the car, I will buy it. After a couple of days he called me and told me that he got some information that it will be possible to get a Florida Title for the car.

He only needed the Connecticut Registration. I called the DMV in Tallahassee to verify what he told me. After being with them on the phone for many minutes they confirmed what the seller told me. The only thing that the seller needed to do was to get a registration in his name (the car was still in the original owners name) in order to be able to sell it to me. The seller brought the car down to Florida on a trailer a couple of weeks later (I paid him extra to deliver the car). We went to the DMV and did the transfer. Everything went smooth. The lady at the DMV only had to look up Connecticut law in order to issue me a FL title and registration for the car. From the DMV I drove the Vette to my mechanic (10 miles from there) to fix up the brakes (stainless steel calipers, rotors, pads, hoses...)
