After September 11 how you can prevente threat for the Nation?
Since currently in Italy, criminality has global dimension, there is
scare for impredictable attacks; when and how it´s possible to define sure
Country ?

Terrorism is a very difficult problem to solve. It is not possible to
provide "physical" or "structural" defenses for the entire nation that will
prevent future attacks by terrorist organizations. In my view, the only way
to prevent a threat to the nation is in two ways:

1) First: We must utilize a classic military strategy: "The best defense is
a good offense". This is even more true in fighting terrorists than in
conventional warfare. We must go on the offense and carry the attack to the
terrorist organizations. In this way the terrorists will be forced to use
their time and resources to hide and protect their own personnel. We must
make it as diffucult as possible for them to plan and carry out their
attacks on innocent people and nations. This action will probably not stop
them completely, but the time and money that they must spend to protect
their own organization(s) will reduce the time and money they have
available to spend on attacks on friendly nations. If we do not attack
them, they will be free to attack us with unlimited force, as they did on
9-11 and in Spain, at a time and place of their choosing, and we will be
totally helpless to know where and when they will attack next. However, in
order for this strategy to be most effective, the peaceful nations must
all join forces and participate in this network. The greater the network,
the greater the chance that we will defeat the terrorists.

2) Second: We must use intelligence to the maximum to observe, record and
analyze terrorist activities. In this manner we will be most able to use
plan offensive tactics and to execute effective attacks to disrupt their
planning activities and keep them off balance. Right now, we are the ones
who are off balance. We spend millions of dollars on airport security, but
the likelyhood that the next attack will be with an airplane is unknown and
not probable. The terrorist rarely strikes twice in the same manner. Look
at Spain, they attacked a train. Will the next attack be against a large
ship, perhaps a cruise ship with 3000 people on board. We will not know
unless we have good intelligence. A strategy of increased intelligence will
provide advance information of any attacks they may be planning so that we
may effectively develop and execute a counter-strategy or counter-attack to
defeat their plans, before they attack rather than afterwards. Again, for
this strategy to work effectively the peaceful nations must all stand
together in a solid network to gather and share the most information
possible.

3) Finally: A "global network" is needed to defend against the global
threat of terrorism. All of the free and peace loving nations must join
forces in a common network. Each nation acting alone is not capable of
defeating terrorism because the terrorists can cross borders and hide in
adjacent states. For a country like Italy to defend itself against a
"global threat" the defense must be through a "global network" of peaceful
nations. The terrorists cannot exist without support. They are humans, just
like us, and they must eat and sleep as we do. However, if we do not allow
them the possibility of support, or if we narrow the opportunities for
support, it will be much easier to know where they are to observe and
obstruct their activities and to gather intelligence on their plans.
