Background: As the Templar was built to replace the aging Intruder, Drifter, Defiler, and Infiltrator mobile suits, the Arbiter was built to replace the Agressor Aries Class mobile suit. The Institute for Mobile Suit Research & Developement felt that a variable mobile suit would fit the part much better than the air foil design of the Aries Class. As they put the suit into production, this proved to be true. The dual forms of the Arbiter increased the effeciency of the Air Units equipped with it by almost 20 times as much.
