This may sound intimidating, but in the foster care system special needs is a very broad label that covers healthy children of any race aged 8 years or older, African American children aged 2 years or older, a sibling group of 3 or more, parental history that puts them "at risk," and any special mental, emotional, or physical needs. In these scenarios, adoptive parents are only responsible for any costs incurred for the medical examinations and/or criminal background check. Of course these expenses and any others can be reimbursed.
