The stone above is a cenotaph, SSgt John Robert Crossan, USAAF, died on May 8th, 1944 and is buried in the Ardennes American Cemetery in Neupre, Belgium.  This information was found at the American Battle Monuments Commission website at http://www.abmc.gov.  Enter last name first when doing a search.
From Streator Daily Times-Press, Wednesday, May 31, 1944:

ROBERT CROSSAN, FORMER LOCAL BOY, REPORTED MISSING

   Robert Crossan, who attended Plumb school as a youth and who left Streator about ten years ago for Bloomfield Hills, Mich. and who enlisted for service April, 1942, was reported missing over Germany, according to word received by his father, W. E. Crossan of Hinsdale.
   He was a gunner in a plane and was downed May 8.
   During his residence here, the family lived at 905 Charles street. After leaving Streator the young man was employed at the Cranebrook school at Bloomfield.  He will be remembered by the students of the Plumb school.
