For starters, take a Maverick helicopter from your mansion and fly over to Sunshine Autos. There you will see pay'n'go shop. Land the helicopter by the entrance to pay'n'go and exit it. With out using a car(if you will use a car, a helicopter will explode), use Tommy to push the helicopter in the pay'n'go garage. When helicopter is inside, enter the helicopter and pay'go's door will close. After that your Maverick will have wheels on, but they don't do anything.

Maverick can land on water

Enter the helicopter with wheels and enter the "Cars float on water"cheat(Right,R2,Circle,R1,L2,Square,R1,R2). After doing that, you'll be able to land on water.

Small Confusion

When you buy Sunshine Autos, you can unlock 4 secret cars. To do that, go to pay'n'go and the list of cars you have to steal will be by the street racing map(on the right side). But anyway, when you get to your forth list, the car called B-ag-g-age is a baggage handler(you can find it on the airport area).
