Task Forces

Successful implementation of Site Based Decision Making at the District level incorporates the following guidelines:

  1. Leadership that promotes collaboration, inspires trust and confidence, and encourages open communication between the District council and the individual school councils.
  2. Recognition that an informed decision is based on access to reliable information, knowledge and skills, and that a collaborative decision takes time.
  3. A clear commitment to collaboration by all participants within the District council and the associated task forces.
  4. Input from those most directly affected by the decision, and that input reflects the diversity that exists among sites.
These reasons outlined above is why the District council consists of the following task forces. These task forces will meet 2-3 times a year to investigate potential problems, establish recommendations for division policy, and establish appropriate procedures and supports for the district schools.

Operations and Maintenance
Site Leader - Director of Maintenance
Members of the team - One representative from each of the school SBDM councils, one Board representative, and the Director of Maintenance for the school district.
Role - Maintain all facilities and infrastructure within each building, and construct new facilities based on collaboration with school sites.

Business and Financial Management
Site Leader - Secretary-Treasurer
Members of the team - One representative from each of the school SBDM councils, one Board representative, and the Secretary-Treasurer of the school district.
Role - Establish appropriate procedures and supports for the financial management of all sites, and implement monitoring systems.

Transportation
Site Leader - Director of Transportation
Members of the team - One representative from each of the school SBDM councils, one Board representative, and the Director of Transportation for the school district.
Role - Ensure safe and efficient operation of the bussing system for the individual school sites.

Technology
Site Leader - Director of Technology
Members of the team - One representative from each of the school SBDM councils, one Board representative, and the Director of Technology for the school district.
Role - Establish appropriate support for the use of technology in each of the schools within the district.

Schools and School Councils
Site Leader - Superintendent
Members of the team - One representative from each of the school SBDM councils, one Board representative, and the Superintendent of schools.
Role - Identify the school�s educational goals and responsibilities within the parameters of Board Policies and Provincial Regulations.

District Discipline Committee
Each school in the district designs and implements a progressive discipline policy, including a variety of consequences for student misconduct. Incidents involving the possession or use of alcohol or drugs, violent acts, and other forms of serious misconduct usually result in immediate suspension and possible referral to the District Discipline Committee. All criminal offences are referred directly to the RCMP.

    Referral Process
  1. School administration submits the details in writing to the District SBDM team, who then forwards the referral to the Displine Task Force for a meeting.
  2. The District Management person chairs the meeting. If this person is not available, then a second Trustee attends and chairs the meeting.
  3. The incident surrounding the student misconduct is explained to the committee, along with supporting documentation (i.e. recent report cards, attendance print-outs, teacher progress checks, discipline records, anecdotal notes)
  4. The Chair asks both the student and the parent to respond/comment.
  5. The Trustee and District Management ask questions for further information and clarification.
  6. The meeting is adjorned.
  7. The District Management rep, Trustee rep and School Administrator rep meet together and review all information in order to reach consensus on the action to be taken, which includes one of the following:
    1. Indefinite expulsion.
    2. Expulsion for the remainder of the school year.
    3. Expulsion for a specified number of weeks or months.
    4. Long term suspension with specific conditions that must be met before returning (i.e. 6 weeks of counselling with the Drug and Alcohol Counsellor at the Family Centre, homework package completed).
    5. Immediate return with specific conditions put in place (i.e. weekly counselling sessions with the school counsellor, daily behaviour checklist).
    6. A report is written summarizing the action to be taken; copies are given to parent, referring administrator and board office files.
Appeal Process - The parent or referring administrator may appeal the decision by submitting the details in writing to the School Board.
