The point where time no longer exists, and may even be reversed, could only be a separate dimension where neither time nor space exist. A dimension where the only force at work, and perhaps the only form of existence possible, is the conscious will.
Time and speed are relative. Perhaps, then, time is another type or level of speed.
If a time-traveler went back and changed history no one would be able to notice the difference but the traveler himself, because now the original event never happened. So when the traveler returned to the present, he would find that history had recorded only the new incident.
