PROBLEM ANALYSIS AND JUSTIFICATION The upsurge in the number of orphaned and abandoned children in the country is a crisis that needs urgent and decisive attention. Children are a nation's most valuable and delicate resource base which, if not properly molded will lead to a chaotic and unprogressive society. In light of the devastation caused by the war, the future of children remains precarious. Basic infrastructure for developmental endeavors such as education, technical / vocational training, health services, etc., are limited and in most areas, nonexistent. Shelter facilities, learning materials and other amenities are inadequate as most were destroyed during the war. The existing facilities at the home are inadequate and below standard. Children have to scramble over the meager resources available due to irregular and unreliable support sources. The capacity of the organisation and affiliated partners have been overstretched to an extent that they cannot cope with the rising demand. Success toward the goal of molding these children into productive adults and instilling in them a renewed sense of hope largely entails concerted effort and the creation of a permanent resource base that would sustain programme operation. As at now, the organisation, being a local humanitarian organisation in its teething stage, largely depands on tokens, contributions and donations from well-meaning community members and organisation. Such support has been proved inadequate and uncertain. In a bib to ease the burden, arrangements to move some of these children to other areas with child care facilities were made but prove futile as the children prefered living around their communities of origin. This therefore necessitates the improvement of facilities at the Home so as to provide a conducive environment for progressive efforts and the harmonious co-existence of the children |
