Manitoba Lightning Tournament Rules:
CAHA Rules will govern the following:

1.) Composition of Teams
Each team may register 20 players, but only 19 including 2 goaltenders may dress (teams from Europe are excluded and may dress 3 goaltenders from their roster). Players not dressed for a game are not allowed on the bench. A minimum of 11 players, including 1 goaltender, are required at the start of the game. Each team will be allowed 1 Captain and 3 Alternative Captains (goaltenders are not allowed to be Captain or Alternative Captain). A maximum of 4 team officials (Coaches/Managers) will be allowed on the bench during a game.

2.) Players Eligibility Levels and Birth Dates
Each team must submit a player list eligible to play in the tournament. Birth certificates for all players must be attached to the waiver form. Any player who has not provided all the necessary documentation will not be allowed to play in the tournament until all of the documentation in question has been provided to the satisfaction of the tournament committee.

3.) Dressing Rooms
Dressing room assignments will be posted each day on the main board in each arena. Each team must be in their respective dressing room at least 30 minutes prior to the posted start of their game. A key to the dressing room must be obtained from the tournament arena prior to each game. A team official must leave a $20.00 deposit. Any damage to the room (if you see any damage to the room when you first enter, please contact the tournament office immediately) will lead to that team being charged with the cost to repair the damage. The Manitoba Lightning would appreciate if all the dressing rooms were left clean and damage free. Manitoba Lightning and the respective arenas, are not responsible for any lost, or broken property.

4.) Home and Visiting Teams
All teams MUST arrange to have a set of both light and dark jerseys. The home team will wear light coloured jerseys. The home and visiting teams will be determined by the official schedule posted in the souvenir program at each tournament office.

5.) Completing the Game Sheet
The CAA rule regarding starting line-ups will not be used. However, in all play-off games, 5 players numbers must be circled indicating the players to be used if an ensuing shoot out occurs, as per the play-off format. The Captain shall be identified by "C" and the Alternative Captains shall be identified by "A" after their names on the game sheet. Game sheets are to be completed at the tournament office. The visiting team must have their game sheet completed 30 minutes prior to the posted start time of the game.  The home team must have their portion of the game sheet completed 20 minutes prior to the posted start time of the game.

6.) Game Starts
The intent is to start all games at the posted time, in the event that adjustments are required, they will be posted at the tournament office. Games will not start earlier than the published time on the schedule.

7.) On-Ice Officials
All referees and linesmen have been approved by the Winnipeg Referee Association and are certified. The two man system will be used for 94, 93, 92, 91, 90. The three man system will be used for 89, 88, 87, 86, 85.

8.) Pre-Game Warm-Up
Teams will be allowed a 5 minute warm-up at the beginning of the game. Team players are not to conduct stretching exercises between their centre red line and their blue line. Teams must be ready to begin the game as soon as the referee blows the whistle.

9.) Shaking of Hands
Shaking of hands will commence prior to face-off in all categories.

10.) Order of Leaving the Ice
The referee shall determine which team leaves the ice surface first. Any team leaving prior to the referee saying, may be levied to penalty.

11.) Ice Flooding
Ice floods will occur after every two periods of regulation play, which will commence with the first game of the day. Teams will be given a 15 minute break while the flooding is done. Where the is no flooding between periods, each team will be given a two minute break. For games that are starting with no flood, teams should be ready to begin their warm-up immediately following the preceding game.

12.) Mandatory Equipment
Helmets and full face protection are mandatory for all players. All Canadian based teams must wear throat/neck protectors/mouth guards and all United States based teams must wear mouth guards. Players not conforming to these standards will not be allowed to play until the required equipment is in place. If a player, except a goaltender looses his/her helmet during the play, that play must immediately stop and pick-up his/her helmet and put it back on. All helmet straps must be reconnected prior to re-entering a game. If a goaltender looses his/her face mask/helmet, the play will be stopped immediately.

13.) Alternate Goalies
All alternate goaltenders ARE REQUIRED to wear full protection while the game is in process. The alternate goalie must be prepared to play at all time. An alternate goaltender must replace an injured goaltender with two minutes (unless serious injury). A goaltender coming in to replace an injured goaltender only will be allowed a 2 minute warm-up. During any game, this warm-up shall be used only once. If a team only has one goaltender and that goaltender becomes injured and cannot continue to play, a 10 minute time allotment will be allowed to dress and warm-up another player off the game sheet.

14.) Mercy Rule
All three periods in all round robin and play-off games will be 20 minute, stop time periods. Should a team gain a lead of six goals (start of the 3rd period only) at the drop of the puck, running time will apply. Should this lead revert back to less than 6 goals, then stop time will resume. This rule will apply to all games of the tournament.

15.) Penalties
The clock will not be stopped during straight time (ie. when the mercy rule is in effect) while the referee deals with any penalties. During running time penalty times are assessed as follows: 2 minutes = 3 minutes and 5 minutes = 7 minutes.

16.) Round Robin Play
There will be no overtime in Round Robin games. Points will be awarded as follows (teams can get a maximum of 16 points): Win = 6 points, Loss = 0 points, Tie = 3 points, Shutout = 1 point.
   1st Period - Win = 2 points / Tie = 1 point each team
   2nd Period - Win = 3 points / Tie = 1.5 points each team
   3rd Period - Win = 4 points / Tie = 2 points each team

17.)Playoffs
The tournament format will be adjusted to reflect the number of teams in each division. The seeding of teams will be based on where they end up after Round Robin play.

18.) Overtime During Playoffs
Goaltenders NOT to change ends. If a tie occurs at the end of regular time, there will be a 2 minute break with no ice flood, followed by a 5 minute sudden victory period with 6 players a side (which includes a goaltender). If still tied at the end of the first overtime period, a second 5 minute stop time sudden victory period with 5 players (which includes a goaltender) will be played. If still tied the shoot-out rules will come into effect as follows:
     - Player from each team selected by indication on the game sheet shall only be on the ice.
     - Visiting team shoots first then alternates to home team until all 5 players have taken their turn or a winner is decided.
     - If still tied, a 1 player sudden death shoot out victory will go into effect until winner is determined.
NOTE: ONLY PLAYERS THAT HAVE NOT BEEN PREVIOUSLY SELECTED WILL BE ALLOWED TO SHOOT. ONLY UNTIL THE ENTIRE TEAM (excluding goaltenders) HAS HAD THE OPPORTUNITY TO SHOOT, WILL YOU BE ALLOWED TO REUSE PLAYERS. This format will continue until a winner has been determined.
