A new client, Francine Sharp, arrives at the new office of Angel Investigations, with a case for Wesley. Her daughter has been infected by a demon, and has a third eye, in the back of her head. Meanwhile, the kids shelter once visited by Angel is receiving a lot of scared guests being chased by police.
The girl running the shelter knows Gunn, and decides to ask for his help. At the same time, Angel comes up to check on them, staying out of sight though, and following Gunn to the shelter.

Outside the shelter, Angel encounters a policeman who tries to arrest him. Angel asks why, and warns the cop not to do it. When the cop continues, Angel turns round and fights his way out. The cop does well though until decapitated, he was a zombie.
Gunn meets with the kids, and finds out about the cops, busting people for no reason. He plans to use a camera to record a false arrest, with himself and friends as bait. When he does so, Wesley, having left his case behind for a while, comes to help, but gets shot by the policeman they find.
Angel goes to Kate to find out about the policeman, and Kate tells him that the cop died six months ago. They then discover that he isn't the only one. A precinct downtown has been re-animating cops, using zombification. Gunn, aboard an ambulance, takes Wesley to the shelter, but then they are all barricaded in.
Angel finds the captain in charge of the zombie policeman. He finds the statue of the zombie god that the cop had been using to control them, and destroys it, stopping the zombies, and saving everyone at the shelter. Afterwards, Kate tells Angel about Wesley's wound, so Angel goes to the hospital. There Cordelia confronts him, and tells him he isn't needed anymore.
