What Is LEDAC?

The Legislative Executive Development Advisory Council (LEDAC) has been created through Republic Act 7640 approved by then President Fidel V. Ramos on December 9, 1992. R.A. 7640 states that LEDAC shall serve as a consultative and advisory body to the President as the head of the national economic and planning agency for further consultations and advice on certain programs and policies essential to the realization of the goals of the national economy. 

LEDAC Functions 

R. A. 7640 mandated LEDAC with eight functions summarized as follows:

  1. Determine and recommend socio-economic development goals;

  2. Provide policy advice to the President;

  3. Integrate regional development plans into the national development plan;

  4. Study measures to improve implementation of official development assistance;

  5. Assess effectiveness of the implementation of the national development plan;

  6. Integrate environmental principles and practices into the national development plan;

  7. Integrate legislative agenda with the national development plan; and

  8. Recommend to the President and Congress sources of revenues and measures to reduce unnecessary expenditures in government; 

Council Membership 

R.A 7640 stipulated that LEDAC shall be composed of 20 members with the President as chair and the following as members:

  • The Vice President

  • The Senate President

  • The Speaker of the House of Representatives

  • 7 members of the Cabinet to be designated by the President

  • 3 members of the Senate designated by the Senate President

  • 3 members of the House of Representatives to be designated by the Speaker of the House

  • A representative of the Local Government Units (LGUs)

  • A representative from the Youth Sector

A representative from the private sector 

Council Meetings 

The LEDAC Law stipulates that the Council shall meet at least once every quarter but it may be convened by the President to special meetings as may be necessary. During the incumbency of then President Fidel V. Ramos, the LEDAC met as frequently as weekly. The current LEDAC Council, in its latest meeting held last August 6, 2002, agreed to meet monthly on the first Tuesday of each month.

The Common Legislative Agenda 

The Common Legislative Agenda (CLA) is a list of the priority legislative measures which the Council has agreed to pursue for the current year. The latest status of the CLA is almost always the first agenda item in every Council meeting. 

Staff Support

R.A 7640 identified the NEDA Secretariat as the principal secretariat in providing staff support to the Council to be assisted by personnel from the Presidential Management Staff and the economic planning staffs of both the Senate and the House of Representatives. In addition, Section 2 of R.A. 7640 provides that LEDAC may call on any government agency or resource persons for assistance.

The LEDAC Secretariat

To provide staff support to the Council, NEDA has organized the LEDAC Secretariat which holds office at the ground floor of NEDA Building at Amber Avenue, Ortigas Complex, Pasig City. The LEDAC Secretariat is the principal workhorse of the LEDAC Council. It is the NEDA organizational unit that organizes the Council meetings by determining the meeting agenda and inviting the participants and guests to meetings which are usually held at the State Dining Room of the Malacanang Palace. The Secretariat is responsible for preparing the agenda folder and the discussion flow for the President and for distributing materials during the meeting.

The LEDAC Executive Committee

The LEDAC Executive Committee provides operational guidance and policy planning for the LEDAC Secretariat. It is chaired by the Economic Planning Secretary and NEDA Director-General and is assisted by representatives from Office of the President-Presidential Management Staff and the economic planning staffs of the Senate and House of Representatives. One of the functions of the LEDAC Executive Committee is to plan for the agenda forecast for the future LEDAC Council meetings.

The Task Force CLA

The Joint Legislative-Executive Task Force To Prioritize the Common Legislative Agenda is responsible for initiating and maintaining the Common Legislative Agenda. It is chaired by the Executive Secretary and composed of the Economic Planning Secretary, the Presidential Legislative Adviser, the Senate President, the Speaker of the House of Representatives and any senator or representative designated by the Senate President and Speaker of the House of Representatives respectively. 

Operational Support from Other Government Agencies

The LEDAC Secretariat draws support from other government agencies in the performance of its mandated functions.

NEDA Sectoral Staffs. Provides technical inputs to agenda setting and proposed legislations.

Presidential Legislative Liaison Office (PLLO). Monitors and reports latest status of the CLA and provides coordination with legislative agencies/personnel from both houses of Congress.

Office of the President. Assists in providing for scheduling and site preparations for the LEDAC meeting particularly in terms of appointments, security, food, seating arrangement, official documents and sound system. The specific offices include the Presidential Security Unit, the Protocol Office, Internal House Affairs Office, Appointments Office and Malacanang Records Office.

Office of the Executive Secretary. Provides assistance in appraising the President of vital information regarding the LEDAC meeting.

Presidential Management Staff. Provides technical inputs to LEDAC operation and assists in the conduct of the Council meeting.

Office of the Senate President. Provides assistance regarding invitations and guests from the Senate.

Office of the Speaker of the House of Representatives. Provides assistance regarding invitations and guests from the House of Representatives.

Congressional Planning and Budgeting Office. Provides technical inputs on legislative research and policies.

Senate Policy Studies Group. Provides technical inputs on legislative activities and policies.

Other Activities

The LEDAC Secretariat has undertaken other activities in support of its mandated functions and responsibilities.

ANGEL Project. In 1989, the LEDAC Secretariat undertook a computer networking project geared toward linking the computers of the secretariat and its support agencies.

LEDAC-PIDS Policy Forums. In the year 2000, the Secretariat in collaboration with the PIDS launched several policy forums on vital issues confronting the country.

Project DIAL. In the same year, the Secretariat was designated as the local government counterpart responsible for coordinating Philippine participation in the Project DIAL (Developing the Internet for Asian Law), an Asian Development Bank (ADB)-assisted initiative to promote the use of the Internet for legislative research.

National Economic Summit of 2001. The LEDAC Secretariat coordinated and provided technical and administrative support for the conduct of the 2001 National Socio-Economic Summit.

UNDP Legislative Reform Program. The LEDAC Secretariat likewise acts as the executing agency of the Legislative Reform Program under the GOP-UNDP Portfolio on Good Governance for its 2nd Country Cooperation Framework for 2002-2004.
