Summary of BOARD OF DIRECTORS MEETING: July 5, 2001

June 6th's meeting's minutes: Figure fixed for ground cover on Treasurer's Report. MOTION to approve by Carolyn Reed, seconded by Gerry Facon, approved 3-0 with Fred Nicas abstaining.
Treasurer's report: MOTION to approve by Jim Knutson, seconded by Jim Walters, approved, 4-0, with Fred Nicas abstaining. Mr. Nicas has established a new account for change that will be used for the upcoming Pet Fair; it will fold back into the general fund once the event is over. Board of Directors candidate Buzz Minnich attended but fellow nominees Shirlee Hitchcock and Pablo Drobny did not.

Old Business

1. Secretary Jim Walters said that he had received word from the City Attorney's office that the association's letter questing a renewal of our Agreement With the City had been forwarded to Phil Hester, head of the Department of Parks, Recreation and Marine. Jim Knutson said that Mr. Hester told him that the pact is "basically renewed." The board will await word from the city. The agreement will expire Sept. 14.

2. Jim Knutson said had no news to report on the organization seeking a permanent meeting site.

3. The board has no news on the City Council's action regarding changes in the City Code as they pertain to the Dog Park. Jim Walters agreed to contact the City Clerk to see when the item was to be placed on the City Council agenda.

4. Fred Nicas and Gerry Facon agreed to do the construction work on the Bark Board this coming Saturday at the July monthly cleanup. Mr. Facon said that he had purchased more hardware for the sign. Materials have been purchased to enclose the other side of the board; the current side's cover will be re-hinged so that it opens down for easier access. Jim Walters said that he would be updating the board with the new Procedures List, Calendar and Parental Guidelines.

5. Buzz Minnich provided the board with a composite of signs at the park. There are at least 15 signs around the park. The board members are in general agreement to consolidate them into a few near each entrance. No action was taken on the matter.

6. The board commended member Lillian Estrada for her Fourth of July decorations at the park. Several good comments on how nice they looked were heard by several board members.

7. Member Denis Hite was thanked by the board for his donation of chairs and clock.

8. In committee news:

Projects & fundraising: Chairwoman Lori Edwards.
-- Dog Walk, Pet Fair & Picnic: Gerrry Facon reported that he met with Gill Moxley and Terry Lortz of the Parks Department and that the parking area off the Casting Pond will be roped off for parking for the event. Tables, chairs, picnic benches, portable toilets along with delivery and pickup will be provided at no cost. The association, he said, is responsible for stacking the items at the conclusion of the event. Carolyn Reed said that she had a few awnings that she would provide. Mr. Facon said that "an ample number of volunteers" have come forward to help with the July 21 event and that volunteers will arrive at 7:30 a.m. to help set up. Yulanda Rios will be on hand to photograph some of the winners, he said.
-- Portraits in the Park: Fred Nicas annd Gerry Facon said that the first event attracted 10 participants while the second drew about two dozen. After expenses, it appears the association netted about $150..
Nominations and elections: Chairman Gerry Facon.
-- Election: Jim Walters reported that about 50 ballots have been returned thus far. The soft deadline for their return is July 21, while late ballots may be handed to the secretary at the annual/quarterly meeting on July 28, when results will be announced..
Maintenance & planning: Co-chairmen Jim Knutson and Fred Nicas.
-- Sprinklers: Mr. Knutson reported thaat new sprinkler heads had been tested at the park for better coverage. He also priced Rainbird sprinklers for $82 at Carson Irrigation. He and Mr. Nicas are looking at the addition of 360-degree sprinklers - at center stump and at the old little-dog park at the west end - to wet the center of the park. "It won't be 100% coverage," Mr. Nicas said, " but it will be closer." He will check into the added expense of additional PVC pipe. Mr. Knutson also noted that the four main water valves to the park need servicing as two of them presently leak. The chairmen said that the park is watered weekly at 5 a.m. Sundays.
ü Spigot: The watering area at the west end of the park has become increasingly wet despite the automatic faucet.

MOTION to reimburse Mr. Nicas a total of $65.11 for a new automatic shutoff faucet by Jim Walters, seconded by Carolyn Reed, approved 3-0, with Mr. Nicas and Mr. Knutson abstaining.

-- Ground cover: Mr. Nicas said that the next drop will be in early August, about 200 tons of the decomposed granite, for $2,200 to $2,300, with the center of the park targeted.
-- Mud hole by newest water station: Jiim Walters will have some signs posted at the drain to help solve this problem.
-- Broken gate: The new inside main enttrance gate will be replaced Saturday as part of the monthly cleanup. Although the board approved up to $500 to replace the gate, Mr. Nicas sais that a new one was made for $150.

MOTION by Gerry Facon, seconded by Jim Walters, for the Maintenance Committee to repair the gate if it can be done for less than $500 and by the Pet Fair, approved 4-0.

-- Pet Promenade: Mr. Nicas will deliver a letter of the association's intent along with the attached blueprint for the next pour. The plan will exactly accommodate all the sold squares. The target date is in mid-October. Mr. Nicas said that the city is required to do the excavation and remove the dirt, while the association will do the rest.
-- No calls to the Parks Department reported.
Membership
: Acting Chairwoman Carolyn Reed.
-- Ms. Reed reported that new membershiips for June include clients for Pet Set, It's a Dog's World and SeaCoast pet-sitting services. One member of Guide Dogs for the Blind has joined and has the owner of Dogs About Town. Dog-walker Karen Embree has now enrolled 12 of her 13 clients.
-- The secretary has 139 memberships onn the 2001-02 roll to date. The total for 2000 was 111.
Communications & advertising: Jim Walters is chair.
-- Paw Prints, Summer 2001 issue: An arrticle on the Pet fair, the president's remarks and summaries of the past three board meetings will be completed this next week. Member Shirlee Hitchcock will proofread this issue and it will go to the printer next week. Mailing is set for July 16.
