HONE-DAY-GAY-SAW-ME:  Hollywood and the academy awards don’t have nothing on the Kiowa Tribe.  There will be a first time “Equine Posterior Award” to be given to three people this.  (1)..The court Appointed cheer-man for not showing up for his Recall Hearing, he was down town Carnegie eating breakfast with his body guards.  (2). The Self-appointed secretary for tearing it at her say-ghee’s Recall Hearing, she tried to make the KBC vote six time, she got corn-fused and voted her say-ghee to Recall.  She rescheduled he RECALL, she missed 20 KBC meetings.  (3). Mr. Felon because he was trying to act like an attorney, wonder what law school he went to, maybe so, the Lawless University.

 

HAW-GAY-HI-GAH-DAW:  The court-appointed cheerman said he was worth 30 million dollars.  Is this bragging just like he invented the Pontiac Firebird and the Cheyenne, WY? Stadium?  OR IS HE FOR REAL!  Whoooo, scared me.

 

LOCK STOCK IN THE TRIBAL FINANCE:  The so-called compliance officer states with no written back-up that she don not need a signature from the tribal employees if they owe the tribe, she will just take it out of their check.  What is she going to do with all the other people that owes the tribe money.  She likes to sue tribes, she needs to watch herself, doing illegal business with tribal money with no back-up and just taking money from programs and individuals, with the blessings of the illegal KBC.

 

AIN-NAY-NAY-NAY:  The three stooges went to the BIA talking smack, or how do you say it, maw-bane.  Demanding for the BIA to take the tribe off high risk, and talking down the T.A..  Coyote thought that he was their boy.

OUTLINE ON DISCUSSION OF

FUTURE RELATIONSHIP BETWEEN

THE KIC AND KHA

 

                                                                                                                                    March 22, 2001

 

INTO:

On March 20, 2001 Jacqueline Johnson (Deputy Assistant Secretary for Native American Programs) drafted a letter to chairman Billy Evans Horse.  The letter pertained the housing issue that has plagued the Kiowa Tribe for the past 3 ½ years on who truly has the authority to certify the Indian Housing Plan, allowing for funding to be disbursed through the NAHASDA bill.  This bill provides funding for tribes to address the housing needs for that tribe in the most economical and efficient manner.  The housing plan has to be certified (or authorized to be certified) by the governing body of the tribe (in this case the Kiowa Indian Council) before the housing funds can be approved by HUD (please see copy of the letter attached).

 

The Kiowa Housing Board of Commissioners has always held their position that the KIC is the governing body of the tribe and the only true body that can select the entity to address the housing needs of the Kiowa Tribe.  The KIC made their choice back in 1968 when they created the Kiowa Housing Authority and voted on two occasions (in 1991 and again in 1993) to have only one housing authority and to choose the board of commissioners by electoral vote and not through appointment by the KBC.

 

When the KBC appointed a housing board in 1997 they did so by overstepping their authority so the KHA Board of Commissioners took them to court and won.  The KBC appealed the case all the way to the United States Supreme Court but the DBC lost appeals.  This means that the KIC is truly the Governing Body of the Kiowa Tribe and the KIC is the only authority to decide who will take care of the housing needs of the people.

 

On April 7, 2001 there will be a KIC meeting at the Kiowa Tribal Complex.  This meeting is a very important one.  The issue of who the KIC will select to take care of their housing needs and be their Tribal Designated Housing Entity (TDHE).  The KIC must also decide who they will select to certify their Indian Housing Plan.  These two issues must be placed on the June, 2001 election ballot.  The election of the Board of Commissioners must also be

 placed on the June, 2001 election ballot.  The following steps should be taken in order for the KIC to take back control of its government:

 

A)    Read the attached letter.

 

B)     Ask questions (if you need to) to get an understanding of what the Letter means.

 

C)    Spread the word to other tribal members telling them the Importance of their participation and input to the April 7th KIC Meeting.

 

D)    Vote on the issues of who will certify the Indian Housing Plan.

 

E)     Vote on who you want to serve on the housing board.

 

Remember, these issues are of the most important to the KIC, the KIC must also put in place safeguards to assure the tribe of an honest election and one that will express the true majority voice of the tribe.

 

ACCORDING TO MS. JOHNSON’S LETTER, IF THESE MATTERS ARE NOT TAKEN CARE OF BY THE GOVERNING BODY THE NAHASDA FUNDS WILL BE SUSPENDED AND NO ONE BENEFITS FROM THAT.
