~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ ANNUAL KIC MEETING APRIL 7, 2001 FRY BREAD & BOTE will report to you on the semi –
annual Kiowa Indian Council Meeting which was held on April 7, 2001. Kiowa people you have no idea on what you
are missing out on. You should have
been there! The meeting was better
than sitting at home watching cartoons or wrestling on TV. The meeting should have been televised for
the benefit of the U.S. Senate and House of Representatives—they don’t hold a
candle to our KBC. We have some of
the dumbest, ignorant, hard-headed people sitting on our KBC. The Chairman called the meeting to order, and invocation was
given by a Kiowa elder, and then the meeting was off and running. The Chairman’s first order of business was to appoint a
parliamentarian. Never in the history
of the Kiowa Tribe was there ever a reason to have this. The young Lady was off to a bad
start. The first thing wrong is that
she is an employee of the Chairman’s political Kiowa Tribal Housing Programs
office. This did not set well with
the KIC, which is the governing body of the Kiowa Tribe. She instructed the KIC how and what she
expected of the governing people. She
was told by the KIC-people just exactly what their rights were and what they
could do at their meeting. AND, THE
KIC DID IT! The young lady took her
seat and was not heard from again.
She was smart enough to figure out that the Chairman was using her and
her family to divert the pressure of off him and his three puppets. Then the Chairman TALKED, TALKED, AND TALKED SOME MORE, AND
BLOWED, AND BLOWED MORE AND MORE, and never answered a question, or ever came
to a point. He praised his 3 puppets
as to how well they were working with him.
He especially praised the two rugged women that do as he says. The KBC and the KIC are badly split due to
the Chairman. He will not listen and
does only what he wants to do. The
Chairman added fuel to the fire when he was so obvious by praising his
followers-puppets which were all sitting to his left. He only mentioned the remaining three by
their names which are Brenda Doyeto Myers, Hap Zotigh, and Joycetta Bear
Elliott, with no praise or glory. During the Chairman’s speech of almost an hour he informed the
KIC that he would only allow 5 minutes for each person to speak and present
their issue(s). The Chairman already had his groundwork done as to what he
hope would happen at the KIC meeting.
Again, another of his diversionary tactics. He is not intelligent, but he knows how to get down in the muck
and mire, and be slimy and dirty.
After his parliamentarian fiasco he then had another plan which was
very low on his part. The Chairman then introduced a Kiowa elder, that has a son and
a nephew that are KBC committee members, also his puppets. This Kiowa elder had in past years served
on the KBC. This elder preached, and
preached, and he got “down” with it.
The Chairman gave him the floor for however long he wanted it and he
did indeed take advantage of it. He
took a good 20+ minutes. The Chairman
used this for a diversionary tactic for the meeting to use up time and shut
the KIC down. The elder was preaching
about love, getting along with others, and all good things. Those things are good but you better
practice what you preach. Apparently,
none of these things have rubbed off on his family from their actions as
members of the KBC. THE BOTTOM LINE
ON THIS DIVERSIONARY TACTIC IS THAT THE KIC MEETING WAS NOT THE PROPER TIME
OR THE PROPER PLACE FOR PREACHING.
The meeting was opened with a prayer, and closed with a prayer, which
is proper and fitting for the circumstances. To summarize the Chairman’s speech, if you are able to, he
made statements such as “THE FBI HAS FOUND NOTHING WRONG AND THERE ARE NO
INDICTMENTS COMING – END OF STORY”; “The KIC needs to make a decision on
gaming”. Then he spoke of economic
development. He talked that the 80
acres of tribal land at Verden has never been developed. Then he then stated, “a house divided
against each other will not stand”.
He said he made two trips to Washington and that “CONGRESS DOORS ARE
ALWAYS OPEN”. He stated that “HUD IS
A DETRIMENT TO THE KIOWA”. He said
that he did attend the prayer breakfast in DC and whoever said he did not
told a “flat lie”. The Chairman state “the people chose to put me here”, and with
his right fore finger to his lips stated “ONE WHO TALKS TOO MUCH MIGHT GET
HIMSELF IN TROUBLE”. He said “this is
from the Bible”. The Chairman stated that Billie Penn, Senator Nichols staff
assistant in the Lawton Office was retiring and that the Kiowa Tribe should
honor her and Sen. Nichols for their good public relations with the Kiowa
Tribe, and for the support they have given the tribe, and for the support
they have given the tribe. He also stated that he has met with the City Officials of
Hobart, and had tow meetings with the Carnegie School District and the police
department at which time he discussed economic development. He talked of building a homeless shelter
for those in need of one. He said the
Land Use Committee was considering selling the old Southwestern Hospital that
was given to them due to the condition of the building, taxes due on it, and
asbestos in the building. At this time the Tribal Administrator gave a brief report
about the 638 moneys-audits, and that the tribal accounting department and
systems have been changed. He talked
of the “HIGH RISK” and that the audits for 1997; 1998; 1999; and 2000 are not
completed. Eldridge Gordon Auditing
Firm from Oklahoma City has been hired to do the audits for the Tribe. The 638 Programs and audits do not look
too well. The Tribe will not be off
of High Risk until the audits are completed, passed, and accepted. The Tribal Treasurer spoke at this time about the finance
department. The check writhing is now
computerized, and the audits should be done very soon. The KTHP Finance report was secure. She asked the KIC to support the budget in
our next up-coming election. She
stated the treasurer’s job is “TOUGH”.
She concluded by asking the KIC “pray for the KBC” and do not be
negative. With tears in her eyes she
said “Politics is tough and the stress is tremendous”. George Daingkau gave a report on Housing, then about a
complete overhaul on the tribal museum, talked of moving the bones, Devil’s
Tower, and about all the lands the Kiowa Tribe could lay claims to and get
Wyoming, other part of the north country, and Crow Country. The Chairman has created a big, major, ugly problem – “KIC
versus KBC”. He stands up in
meetings and has the nerve to point fingers at the KIC for all his problems. Just like the KTHP and KHA problems that he has created and he
can’t blame anyone for those problems but “HIMSELF”. The Chairman and his puppets are causing more and more
problems because they will not, and do not listen to the KIC. They listen to the people that are the problems
and those particular people can make them do anything regardless of how wrong
it is or the consequences they will face.
The Chairman and his puppets all think the same, like on mind, “start
big” and “it takes money to make money”.
That is true, but they certainly better be “HONEST” about it. What the Chairman is doing to the Kiowa
People and Tribe is selling us out to “crooks and shysters” involved in the
gaming business. KIOWAS – YOU BETTER
WAKE UP AND PAY ATTENTION BEFORE IT IS TOO LATE! YOU WATCH HIM! The
Chairman can take credit for one thing and that is “CREATING AND CAUSING
CHAOS” for the entire Kiowa Tribe. Now to the ISSUES PART of the KIC meeting. There were 40 + issues presented. The Chairman of the KIB is soooooo dumb and
“hot headed” he dares anyone to ask him any kind of question. He is so simple
that he cannot answer the “simplest questions”. The $64.00 question now is “which issues will the KEB
chairman-clerk put on the ballot?
They will pick and choose as they wish. A controversy erupted when a member of the KIC asked about an
issue that passed in our November 2000 election. The treasurer argued, and would not listen, as she thinks she
is such an authority on our tribal government and Roberts Rules of
Order. The Issue as voted on and as
shown:
The treasurer finally said
she would type the Resolution on this Issue but I’ll tell you Ms.
________________, “I will not vote on it”.
Ms. _____________ said “you
don’t have a vote, it has already been voted on and passed by the KIC.” These are the kind of elected officials we
have on the KBC. Dumb, ignorant and

back. This is not a scandal sheet
from some “wannabes” that used the cover page of the original “FRY BREAD
& BOTE”. This paper tells it like
it really is and stays to the facts as to what the Kiowa Business Committee
(KBC, Kiowa Election Board (KEB), and Kiowa Hearing Board (KHB) are
dong. At this point in time, the KBC
and KEB have done everything wrong.
Time will tell us if the HHB is doing their job like it should be
done. This means doing what is right
and honest for the Kiowa Indian Council which means all Kiowa
People. THE GOVERNING BODY OF THE
KIOWA TRIBE! Years ago,
“FRY BREAD & BOTE” referred to the chairman at that time, which is the
present Chairman, that the Kiowa Tribe was under the darkest clouds in all
Kiowa history under his administration.
The clouds are darker, and our chairman is once again destroying our
Kiowa Tribe, and what he is not destroying he is selling to White hobbyist
groups, and wannabes. Who are these people? Remember you heard if first from FRY BREAD
& BOTE that the Kiowa Chairman is getting Federal recognition for his own
tribe which is a “spin-off” from the Kiowa Tribe. The only thing
“FRY BREAD & BOTE” wants to do is to inform the Kiowa People what the
Chairman’s first priority of business is.
He is still in his dream world of years back of economic
development. And, that is in the form
o f “bingo”. He thinks this will be
the cure all for the Kiowa Tribe and that bingo will bring in millions and
millions of dollars overnight. This
will be bad and dishonest business for the Kiowa people. The Kiowa Tribe needs to stay away from
Multi-Media Bingo. The Chairman’s
“under the table dealings” is going to put the Kiowa Tribe at great risk in
many ways. Reliable sources say that
the Chairman is indebted to Multi Media for $150,000.00 that he has already
accepted from their company. The
Chairman’s neck is hanging in a noose.
He has to do something even though it means he is not listening to the
Kiowa Indian Council (KIC) the governing body of the Kiowa Tribe. The Chairman talks about “big bucks
$$$” and what he can do for the Kiowa Tribe and yet he never did work and
have a job where his livelihood depended on his paycheck. He never had to live from payday to pay
day from money he earned from having an honest to goodness job. The Chairman made the statement that
the “Kiowa Nation” is not a part of the State of Oklahoma, nor is it a part
of the United States, but that it in a “sovereign nation”. In his limited amount of intelligence he
thinks the U.S. Government will always be there, and they will owe us money
forever from all the broken treaties.
Chairman, and Kiowa People, you better wake up, we are in a real
world, and chairman you better get real and face the fact that the
government’s “give away money” is stopping, stopping… The chairman makes all kinds of goofy
election promises. Like the latest
Housing meeting he called with his political housing authority held at Fort
Cobb Vo-Tech on Tuesday, April 3, 2001.
He is going to give the Kiowas their houses. Like he could, this is how limited he is in his thinking. In the first place as Chairman, he does
not have the deeds to those homes and never will have. Those deeds are held by HUD and BIA. He cannot give something away he does not
own. Don’t believe his lies. Until the Kiowa Tribe gets, most of all,
HONEST people on the KBC we will never get anywhere. We are a joke! We are a laugh! People
read about us in the newspapers and get it off the Internet and laugh at
us. How can our KBC think they
command respect from other tribes of from anyone else? YOU HAVE TO EARN RESPEDCT! The Chairman and his puppet members, and
we all know who they are, are shameful and embarrassing. Look at what the Chairman and his 4
puppets have made the Kiowa Tribe.
Shameful, and they are shameful. Why does the Chairman say that the
white people speak with a “forked tongue” and that they talk out of both
sides of their mouth. HE IS A MASTER
OF BOTH! He has ALL of the “white
forked tongued white people” beat.
The Chairman is the very one that is teaching them the Kiowa language,
and brags about it, that his white friends talk Kiowa and that not even his
own children can talk or understand.
He made his statement in a Kiowa meeting. So what does that make him?
The chairman is making his won reservations in the States of Georgia,
Florida and Oklahoma. The latest thing that the Chairman is
trying to force on the KBC members is a “VERY BAD THING”! He must remember that he can never do his,
and he certainly should never say such a thing. All of the KBC members are not followers, some have their own
minds and they use them. MR.
CHAIRMAN, BE VERY CAREFUL! YOU ARE ON
VERY, VERY THIN ICE WHEN YOU TRY TO RAM YOUR WAY OF THINKING, YOUR BELIEFS,
ON THE KBC MEMBERS, OR ANY OTHER PERSON AS FAR AS THAT GOES. Chairman, you do not follow the Kiowa
Constitution, but there is a United States Constitution that you had better
be very careful of. With the U.S.
Constitution, ALL PEOPLE HAVE THE FREEDOM TO WORSHIP, and that is their
choice as to how they want to. For
some of you Kiowas that are not aware of what was said “Fry Bread & Bote”
will explain to you the reason for writing this. The Chairman stated to the KBC that they all needed to go to
the Bundles to pray, then go to a sweat, then get cedared-smoked, and then he
was putting up a teepee at his home and they all need to attend. This of all you leave this
alone---everyone has their personal, individual choosing, and right as to how
they want to pray and worship.
WARNING TO THE CHAIRMAN: leave
this alone you are going too far and you will be hurt! WHERE DO THE KIOWA GET THESE
PEOPLE? We never hear of them, they
never attended business meetings before, they run for election, win by hook
or crook through the KEB-clerk, and then we have an elected person like the
KBC secretary. She does the fighting,
verbally or otherwise for the chairman.
She is one manipulative woman.
She controls the two KBC puppets-weaklings, her followers, and
controls their votes. Her thinking
and concerns are all, so selfish. She
will argue, get ugly with her words, actions, and personal facial expressions
if you question her. Her way of
disagreement with you is to laugh in your face and then stare at you. She is a pro at intimidation. “Ugliness in all things” is her
motto. She thinks she is real “put
down” but she is showing how really ignorant she is. The Secretary needs to learn how to
talk and get along with the Kiowa people.
She gets so hostile and angry she forgets her job. Her job is to take minutes of all the
meetings, do them correctly, type them correctly, and get them recorded and
filed at the BIA. If they are not
taken to the BIA that is the fault of the Secretary. The reason for that is the Secretary
cannot take minutes, besides that she is so slow. Read the minutes that were handed out at the KIC meeting. To cover her dumbness whenever you ask her
a question she has to bring up the Roberts Rules of Order and from that the
only thing she knows is “point of order”.
The Roberts Rues o Order are used like the Kiowa Constitution,
whenever it suits their needs, and they can make it fit their needs right or
wrong. Now lets take a look at some of our people
that think they are great leaders.
WATCH OUT KIOWA WOMEN! Our
Kiowa Election Board clerk. She has
made her job a full time job with her control of the KBC. But, as a clerk she is given full
authority and control to do what she wants to. When she wants to. Just like she has been doing in all of the
past elections. Cheating and lying,
and throwing the election by destroying, replacing, re-marking, and using the
absentee ballots to throw the elections.
The KEB clerk controls the Employees Association at the Complex, she
goes to all tribally called meetings, regardless of where they are, and what
they are for, and lets everyone know that she is there. She does this on her suppose to be
work-duty hours and gets paid by Kiowa funds to fight and cheat the Kiowa
people. This KEB clerk that thinks she is so
great culturally, traditionalist woman of the Kiowa Tribe, is a master of
ceremonies (MC) at pow-wows. She can
give lectures at these pow-wows about all things, like how to raise our
children, and teaching them respect for people and things. Is this from her personal experience? Traditionally, the Kiowa women were not
out in front, let alone be out in front and speaking. This respected position was for the
warriors, chiefs, and their place of honor.
Get a life and get real! The
Kiowa people all know “what” we can from, “where” we can from. Our accomplishments speak for themselves. Not only that, we have to live in “TODAYS”
world, we can’t go back and undo and bring the past back. It is gone, gone, gone forever! KIOWAS, wake up, it is time to rid
the tribe of these kind of parasites, that have caused embarrassment to the
tribe, cheated the tribe, caused a fellow Kiowa sister to go to prison, and
continues to instigate and cause problems in the tribe, threatens people, and
always ready to take someone to court.
The DIB clerk must remember, and face the fact, that she is still a
TRIBAL EMPLOYEE and should not have any more or less rights than other employees. Go by her office, take a look in there,
she is sitting and gossiping with here family, or friends, talking on the
telephone, and she thinks she deserves to be paid for this with Kiowa tribal
money. AND-BUT SHE IS PAID FOR THIS! Now she says she is a contract
employee. What is the difference she
is still paid with our money to cause all of the turmoil in the tribe. Contact or otherwise. QUOTES BY INFAMOUS KIOWAS, Point of

RECORD, “I VOTED WRONG”. “WE DON’T HAVE
ANY MONEY”. “I’M
BACK! THEY WILL NEVER GET RID OF ME”. “GET THE MONEY
