In the fall semester of the year 1999 at the University of Texas at San Antonio, several women gathered to discuss the idea of establishing a Kappa Delta Chi Sorority, Inc. chapter at UTSA.  It was agreed upon by doing so, not only would these ladies better themselves, but also the university as well as the San Antonio community.  With the help of chosen advisors, Daniel Escobar, the Director of Multicultural Programs, and Maclita Clark, A Division of Education professor, the Kappa Delta Chi Interest Group was recognized on campus November 12, 1999 as Registered Student Organization.

The process of being inducted as a colony took place March 10, 11, and  12 on the St. Mary's University campus.  The uniqueness of this induction as a chapter would that it would be the first time two different charter classes would be inducted simultaneously (UTSA & St. Mary's).  On March 12, 2001, Chi Colony was recognized by the sorority as the National President, Naomi Vasquez Chapa, the National External Vice President, Milly Garzon, and the National Recording Secretary, Ruby Alvarado, officiated.

Coming back from spring break Chi Colony began working diligently to reach their ultimate goal of becoming a chapter.  To ensure that all requirements were being met, there was constant communication between the group and their Big Sis Chapter, Omicron from South West Texas State University, and with Milly Garzon.  Each lady held multiple offices, began fulfilling study hours, participating in fundraisers, and most importantly, service projects were being performed.  In order to stregthen thier bond, closed socials were held, in which they shared thier joys and concerns alike.  There were many moments when the ladies realized they were growing together, as each began calling each other "sister."

As the semester came to a close it brought with it a long awaited reward.  Reuniting once again were Milly Garzon and Ruby Alvarado, joined by Omicron Chapter to welcome a new chapter of Kappa Delta Chi Soroity, Inc.  Due to the enthusiasim, leadership, and desire of the charter class to uphold the values and ideals of Kappa Delta Chi, Chi Chapter was established at the University of Texas at San Antonio on May 7, 2001.
