Drunk Drop Off aka "Sobering Center"
The Fire Department of Santa Monica is working on a plan to drop off drunks at the CLARE location at Pico & 9th.

Questions you need to ask
In the words of the city:
Isn't this dangerous to those livingnearby?

How many people will be dropped off? 

Where do they go after they sober up ?
(released onto our street?)

How is it determined that these are NON-violent offenders?

What is the level of supervision?  Are there escapes?

Is it true they'll no longer be charged with a crime for public intoxication?

Is it on their criminal record?

Does it count any less than a drunk offense that would cause incarceration?

Isn't there concern that by removing the consequence of jail time, we are really "enabling" the addict to continue their habbit?

How about the fact that they haven't yet "hit bottom"?

Aren't we doing a disservice to the other CLARE residents, (who are at CLARE voluntarily) who want & are ready to change? 

What about the liquor store directly across the street from CLARE?

What about the parking for Clare staff?

What about the additional parking needs of "inmates" and other CLARE "residents"?

What about additional parking & traffic caused by inmates visitors, family & legal counsel?

What sort of guarantee do the taxpayers have that this program won't end up costing more & more money after it gets started?

Isn't this a way to subsidize chronic irresponsible behavior instead of using the laws already on the books (to enforce consequences) ?

Aren't we really hiding a portion of the jail budget by disguising the "Sobering Center" as a separate entity & thereby entitled to additional funding?

Won't this allow or force even more tax dollars to get spent

Isn't CLARE a private charity?  AA manages to run its program with no government funding whatsoever.

Don't we have enough problems in our neighborhood without turning it into the local jail?
"Public Drunks are a danger to the community..." -Captain Bruce Davis
in bold print, on the 'fact sheet' he handed out at the Santa Monica Chamber of Commerce meeting on June 26, 2003,  Capt. Davis stresses that "Public Drunks are a danger to the community" - yet he proposes putting ALL of those public drunks into our neighborhood, with absolutely NO security measures to ensure the safety of our homes and families.

To locate potion regarding the sobering center, go to the council agenda for 2/25/03 under item 8A, staff report (click) displays a mid year status report & at the very bottom of the document there's another link to the exhibits, for exhibit J1, the exception  report on objectives (click) there is an item listed about the fire department  establishing a community sobering center.
