This program seeks to open spaces for the youth sector as a collective in asserting for their right to be heard by local stakeholders and by local government, as well as for their general and specific needs as a sector to be addressed. This program also aims to develop alternative means for sustainable participation of the youth sector in decision-making mechanisms and processes of local government and social structures in light of the embattled and deteriorating state of the Sangguniang Kabataan (SK) as a viable body that genuinely and effectively represents the voice of the youth sector. Programmatic thrusts are in participative governance and participative development.
