                    Corporate Level Consultant Medical Director: Scope of Services

 

 

 

 

From a corporate level Occupational medicine perspective:

 

 

I. Policy

            A. Develop and update the medical department policy, procedures, and standards

            1. Develop/revise the corporate medical policy manual 

            2. Develop/revise the medical procedures manual for company/contracted physicians

B. Create and revise medical forms that are sensitive to current medical knowledge, respect

the current regulatory/legal climates, and facilitate employee return to work

C. Plan the medical department budget in consideration of quality and cost effectiveness

 

II. Occupational Medicine Administration Activities      

            A. Manage the uniform application of corporate medical policy standards among company

physicians, employee personal physicians, and employees

            1. Teach best medical practices, direct and monitor the medical activities of the

company physicians, occupational health nurses, and physician assistants

2. As needed, familiarize local medical providers with company requirements,

the modified work release program, predisposition vs. discrimination issues,

and other relevant concepts of the workers compensation system.

B. Monitor the services of laboratories, drug testing programs, ancillary medical service

providers, and workers compensation and health insurance carriers from a medical

appropriateness and quality of care viewpoint

C. Assist in developing respiratory protection, hearing conservation, fetal protection,

ergonomics, stretching, health promotion and other programs

D. Direct the maintenance of medical and medically related records

E. Assist in evaluating the work performance and capabilities of subordinate personnel

1. Recommend promotion, transfer, discipline, compensation and training activities

F. Assist in determining needs and selecting medical equipment and facilities

G. Monitor health and safety data within the corporation to detect trends and institute

monitoring and preventive measures

H. Serve as a medical-legal, medical-toxicology, and medical-ergonomics resource to

corporate and local plant management

I. Provide medical review of compliance training for supervisors and others

J. Assist in developing computerization of the Occupational Health data and integrating it

with data from the Safety, Industrial Hygiene, personnel and insurance departments

 

III. Occupational Medicine Clinical Consultation

A. Perform absence management and medical loss control by providing expert medical case evaluation,

including consulting with local medical providers and corporate management as appropriate.  Perform

expert medical review and followup of cases and provide input regarding issues of causality, scope of injury,

appropriateness of treatment, return to work facilitation, and medical facts interpretation.

1. Pre-placement, periodic, and fitness for duty examinations

2. Injury or illness related medical care and return to work determinations

a. Company Local Medical Providers

b. Referral medical specialists

c. Employees' personal physicians

3. Special referral

a. Physical rehabilitation program: work hardening/work capacity evaluation

b. Vocational rehabilitation program

4. Employee Assistance Program/Drug testing/Medical Review Officer services

5. Disability review

 

IV. Relations with Other Departments

A. Direct/integrate with activities of the Human Resources, Claims, Safety,

Industrial Hygiene, Environmental, and Toxicology Departments

B. Interact with other departments (legal, public relations, etc.) regarding medical issues

as requested

 

V. Local Site Services

A. Visit all sites periodically or as needed to observe and review the physical requirements

and possible hazards of specific plant operations, meet with local management, and

meet/evaluate the local medical providers

B. Monitor local medical providers for quality, appropriateness, and cost effectiveness

of medical care.  If there is dissatisfaction with any local medical provider, assist the

plant site in locating alternative medical care

 

VI. Relations with Outside Agencies

A. Represent the company as the Corporate Medical Director in appropriate matters

B. As appropriate and as requested, interact with OSHA, NIOSH, EPA, and other

regulatory agencies for the benefit of the company

C. Provide for medical compliance with EEOC, ADA, HIPAA, and other regulatory statutes

D. Provide for/provide medical deposition and expert witness testimony

E. Interact with other local authorities regarding Occupational Medicine concerns.

As appropriate, interact with local media regarding medical matters for the benefit

of the company

 

VII. Presentations/Teaching

A. Present Occupational Medicine topics at corporate, regional and plant site meetings

B. Write, edit or contribute health articles in the corporate employee newsletters

C. Support occupational medicine education by continuing membership in appropriate

professional societies and teaching
