The IR program requires that the RDF files are in the same directory as the IR.exe program executable. When you downloaded the IR program, the package should also have included a number of files with a .rdf suffix. You should make sure that all of these files are in the same directory as the file named IR.exe. If you can not find the RDF files, download the IR program again and unzip all of the contents into the same folder and run that version of IR.
Once you have the RDF files in the same directory as the IR program, restart the IR program and try the download again.
