It costs up to $125 per day to keep a person in prison in Canada. The same person trying to  stay straight might get $520 per month in welfare 'on the outside' and in Ontario the government will work to see they are not even given that. false economy? Would it be cheaper to support and encourage those trying to be straight? - not to mention being the morally right thing to do?

Prisons - like drugs (both legal and illegal) are profitable ventures. Many people have a vested interest in maintaining the status quo. More prisons, more drugs, more profit.
