The emergency legislation was not signed by the Governor until July 11, leaving everyone wondering and the AOC issuing directives. Mileage remained the same and remained payable for the first day of service.The plethora of local practices and interpretations added bureaucratic elements of Laurel and Hardy to the entire enterprise.
