The major international commercial arbitration institution in Russia is the International
Commercial Arbitration Court at the Chamber of Commerce and Industry of the Russian Federation
(ICAC) in Moscow. It is the successor to the Foreign Trade Arbitration Commission (VTAK)
which was established in 1934. ICAC has dozens of years of experience and thousands of
arbitrated cases. Currently, ICAC resolves about 600 disputes annually. Its awards are
routinely enforced all over the world.
During the last 10-12 years, a large number of new arbitration institutions evolved in
Russia, not only in Moscow and St. Petersburg, but in other cities as well. Many of these
institutions have been established by various industry associations and local chambers of
commerce. Practically all of them offer their services in resolving disputes involving
international business transactions. Although some of them have gained significant
experience in administering international arbitrations, the majority is still relatively
inexperienced and may be a rather risky choice.
When a foreign company faces a prospect of arbitrating in Russia, the safest choice is to
refer disputes to the ICAC. Among other well-established institutions are the Arbitrazh at
the Moscow Chamber of Commerce and Industry and the Arbitration Court at the St. Petersburg
Chamber of Commerce and Industry.
The International Commercial Arbitration Court at the Chamber of Commerce and Industry of
