Charter of the World Economic
Organization
Preamble
It is in the interest of every nation to form strong, friendly economic relations with
its neighbouring nations, and those beyond. The only way to promote a strong and
lasting peace in the world is to both understand other nations, and to co-operate with
them towards reaching mutally agreeable solutions to problems.
While the WEO must be neutral in all political affairs, it is through a solid cultural
understanding of other nations, as well as a growing economic basis for friendship that
most disputes can be settled and relations can eventually become friendlier. The
purpose of WEO is to provide a forum for economic co-operation, cultural understanding,
and increased interaction of a positive nature between nations.
Similarly, all members of the World Economic Organization are aware of the increasing
strain on the environment caused by rapid expansion and industrialization.
Accordingly, they include as objectives of the WEO optimal use of the world's resources,
sustainable development, and sound environmental practice and proteciton.
Section I
Article 1 - This organization shall be called the World
Economic Organization (hereinafter referred to as "the WEO").
Article 2 - It shall be permanently headquartered in S�ffmir, S�pmi..
Article 3 - A Ministerial Conference shall be held at least once every
two years with a representative of all members present for discussion and negotiation.
Article 4 - The authority of the WEO shall be invested in the Economic Council,
consisting of one representative for each Member.
Article 5 - Overall responsibility for the administration of the WEO
shall be held by a Secretary General, elected by the Economic Council.
Article 6 - The Secretary General shall serve for a term of 2 years.
Section II
Article 1 - Membership in the WEO may be applied for by
any nation, or recognized organization representing the trade interests of two or more
nations (hereinafter referred to simply as "entities").
Article 2 - Any prospective member must be approved by majority vote of
the Economic Council.
Article 3 - Members may leave the WEO of their own accord.
Article 4 - Non-member nations and entities may apply for Observer
status.
Article 5 - Observer nations and entities may watch the proceedings of
the WEO, and may speak if there are no objections from the members.
Article 6 - Observer nations may not vote in the Economic Council.
Article 7 - Intergovernmental agencies may apply for Observer
Organization status.
Article 8 - Observer Organizations may send a representative to the
Economic Council, and shall follow all rules regarding Observer membership.
Article 9 - By becoming a member, nations agree to several basic
principles.
Article 10 - Members agree, in principle, that tariffs on imports should
be reduced or abolished.
Article 11 - Members agree, in principle, that subsidies on products
should be reduced or abolished.
Article 12 - Members agree, in principle, that intellectual property
rights should be protected.
Article 13 - Members agree, in principle, that freedom of transportation
should be maintained.
Section III
Article 1 - The WEO shall convene a Trade Arbitration
Council (hereinafter referred to as "the TAC")..
Article 2 - This council shall be used to settle trade disputes between
members.
Article 3 - The decisions of the TAC are binding, unless the member
leaves the WEO.
Article 4 - Composition of the TAC shall be decided by the Secretary
General, and shall include well-qualified governmental and/or non-governmental
individuals.
Article 5 - All rulings shall be made by a panel of three judges, unless
all parties involved agree to a panel of five officials.
Article 6 - Parties involved may nominate members of the panel, and may
not contest nominations without compelling reason, or may give the Secretary General the
duty of nominating the members.
Article 7 - Final selection of all panel members shall be made by the
Secretary General.
Article 8 - The Arbitration panel will be finalized and accepted by those
parties receiving arbitration.
Section IV
Article 1 - The WEO shall promote and facilitate a number
of international agreements.
Article 2 - One such shall be the International Agreement on the
Reduction of Tariffs (Annex 1A).
Article 3 - One such shall be the International Agreement on the
Reduction of Subsidies (Annex 1B).
Article 4 - One such shall be the International Agreement on the
Protection of Intellectual Property (Annex 1C).
Article 5 - The Economic Council may create further International
Agreements.
Article 6 - These International Agreements will be open to be signed by
any member.
Article 7 - Membership is not dependent on the agreement to these
treaties.
Section V
Article 1 - The Economic Council shall convene an
International Trade Agency (hereinafter referred to as "the ITA").
Article 2 - The purpose of the ITA shall be to collect and compile
complete trade information of all members of the WEO.
Article 3 - The ITA may petition any member for information regarding
their trade policies.
Article 4 - Members are required to make available trade information on
request of the ITA in a timely manner.
Section VI
Article 1 - The WEO shall work in cooperation with the
Scandian World Bank of Development for the purpose of facilitating economic development.
Section VII
Article 1 - The WEO shall be empowered to take Economic
Actions against nations that embark on destabilizing efforts to pressure another nation.
Article 2 - Destabilizing efforts will include, but are not limited to:
embargos, blockade, or predatory currency speculation.
Article 3 - No member is compelled to take part in an Economic Action.
Article 4 - All Economic Actions must be passed with 60% approval of the
Economic Council.
Section VIII
Article 1 - All changes to this Charter must be passed by
majority consent of the Economic Council.
Article 2 - All new International Agreements do not need majority
consent.
Article 3 - No member is compelled to sign any International Agreement.
Annex 1
Annex 1A - The International Agreement on the Reduction of
Tariffs
This agreement basically specifies that monetary tarrifs on the importation of
goods should be gradually reduced until they reach zero, permitting totally free trade
without any monetary penalty for transactions.
Annex 1B - The International Agreement on the Reduction of
Subsidies
This agreement serves a similar purpose as the previous one, but rather than
reducing import tariffs, seeks to reduce and eliminate subsidies on all products, thus
creating a fair market for all.
Annex 1C - The International Agreement on the Protection of Intellectual Property
This agreement protects individual's creations, in the form of copyrights, extending over
all members.
Annex 1D - The International Agreement on Commercial Flight
This agreement protects the freedom of commercial airspace, landing rights and
international traffic routes between the members of the WEO, the purpose of which is to
create an effectively common commercial airspace.
Annex 1E - The International Agreement on the Establishment of
Exclusive Economic Zones
This agreement protects the oceans on Scandia. It is in the interest of
both fair trade and wildlife protection that oceans are exploited economically in a
responsible way. The oceans are therefore to be shared equally and exploited fairly
by all nations in equal shares. |
