Policy and Incentives for Software Companies

Introduction

The Government of Pakistan announced the establishment of Private Software Export Board (PSEB) in May 1995. Thc PSEB is responsible for formulating the national policy framework the Software Industry. Business entities engaged in any one or more of the specified activities such as software constancy, software development, software documentation. Software product development maintenance. etc. shall constitute Software Industry.

Private Software Export Board (PSEBI)

The PSEB will function under the Ministry of Communications, and will be responsible for assisting and guiding the Software Companies. Major functions of the Board will be:

Provide one window facilities to the Software Companies for establishment and business facilitation.
Plan. develop and execute a 'Technical Assistance Program" for training institutions.
Plan develop and execute the ''Software Technology Parks (STP) Scheme ". Establish a Computer Training Institute collaboration with Export Promotion Bureau.
Promote local Software Companies internationally.
Arrange technical assistance programs in collaboration with international agencies for development of Pakistan software Industry.

Software Technology Parks Scheme The PSEB will plan and develop the facilities to house Software Companies under the Software Technology Parks Scheme.. This scheme is envisaged to provide most modern infrastructure and communication facilities required for the development of the software. Incentives for Software Companies

The policy provides for certain incentives to software companies and some of these are:

All the hardware and related. Peripherals including communication telematic and software development tools.

Tax holiday on export earnings for a block of seven years during first ten years of operation , if

Business is commenced before 30^th June 1997.

Assistance from financial institution in the form of loans and Equity Funds of the Government.

Permission to re-export capital goods with out any levy.

Foreign Investor can own 100% equity in Software companies.

Software development in Pakistan ,wholly or partially will be accorded intellectual property rights protection.
