The Government of Pakistan announced the establishment of Private Software Export Board (PSEB) in May 1995. Thc PSEB is responsible for formulating the national policy framework the Software Industry. Business entities engaged in any one or more of the specified activities such as software constancy, software development, software documentation. Software product development maintenance. etc. shall constitute Software Industry.
The PSEB will function under the Ministry of Communications, and will be responsible for assisting and guiding the Software Companies. Major functions of the Board will be:

Tax holiday on export earnings for a block of seven years during first ten years of operation , if
Business is commenced before 30th June 1997.
Assistance from financial institution in the form of loans and Equity Funds of the Government.
Permission to re-export capital goods with out any levy.
Foreign Investor can own 100% equity in Software companies.
Software development in Pakistan ,wholly or partially will be accorded intellectual property rights protection.
