Jan. 19. Sworn in as member, of Indian Legislative Assembly, representing Bombay Muslim (Urban) constituency.

Jan. 20. Congratulated V.J. Patel, in Assembly on his election as President, of Legislative Assembly, said, "it is a signal mark of approval and appreciation of your conduct in the Chair during the last term".

Jan. 21. Supported Motilal Nehru's adjournment motion for release of Satyendra Chandra Mitra, member of the House, who was detained under Bengal Criminal Law (Amendment) Act, to enable him to attend Indian Legislative Assembly, meeting; was very critical of Government's attitude. Motion adopted.

Jan. 25. Speaking on Srinivasa Iyengar's motion, whether Indian Government was authorized to dispatch Indian troops to China without reference to Indian legislature, maintained that this resulation's scope was confined only to one point - viz.; Government's discretion, and if confined to only that point, he asked "what objections there could be to the motion being discussed"; this infuriated and embarrassed Sir Alexander Muddiman, Leader of the House, who had to agree to discuss this resolution in afternoon.

When debate on Sir Basil Blackett's motion on Gold Standard and Reserve Bank of India bill was prolonged, Mohammed Ali Jinnah maintained that there was no need for discussing the bill when under the motion, it was just to be referred to province Government's and the press to elicit opinions on it, since it could be discussed afterwards, when it comes to the House along with suggestions; motion adopted.

Jan. 26. Participated in a discussion in Indian Legislative Assembly on the motion of Sir Charles Innes, Member for Commerce and Railways, to refer Steel Industry (Protection) Bill to Select Committee on which Mohammed Ali Jinnah was also a Member Proposed that Select Committee. should present its Report to House by 8 Feb. instead of 1 Feb. motion adopted.

Jan. 27. Appointed as the first among the Panel of Chairman of Imperial Legislative Assembly .

Jan. 30. Asked all the Muslim members of Indian Legislative Assembly and prominent Muslim of Delhi to work for All India Muslim League in a meeting at Delhi All India Muslim League office; it was decided in the meeting to form All India Muslim League branches all over the country.

Jan. 31. In Indian Legislative Assembly, asked questions regarding publication of and the action taken on the Sandhurst committee's report on Naval training institutions in India, strength of Muslim and other communities in Provincial Legislative Councils; on Muslim elected by special and mixed electorates under GOI Act, 1919 and on Bengal detenus.

Appointed on Select Committee to consider Indian Merchants Shipping (Amendment) Bill.

Supported M.S. Aney's motion to refer Indian Securities (Amendment) Bill to select Committee.

Feb. 2. In Indian Legislative Assembly opposed Home Member's motion to consider Code of Civil Procedure (Amendment) Bill, intended to further amend the Code of Civil Procedure Act, 1908; motion negative.

Feb. 3. In Indian Legislative Assembly participated in the debate and voting in support of the amended Resolution regarding the release of Bengal detenus moved by Motilal Nehru.

Feb. 8. In Indian Legislative Assembly, voted for the adoption of Srinivasa Iyengar's motion for adjournment of discussion on Indian Currency Bill till the disposal of railway budget and presentation of General Budget, motion adopted.

Feb. 14. Participating in the Indian Legislative Assembly debate on Steel Industry (Protection) bill, said that when members discuss an amendment on particular clause, they should not discuss other portions of the Bill.

Feb. 16. Asked government benches regarding their intention to introduce reforms in North West Frontier Province in accordance with the Indian Legislative Assembly resolution passed in March 1926.

Spoke on Steel Industry (Protection) Bill moved by Sir Charles Innes, voted against Jamnadas Mehta's motion to refer the Bill to Select Committee; motion negative.

Feb. 18. In Indian Legislative Assembly, asked Government about the steps to make up for the paucity of Sikh representation in services.

March. 1. Asked Government about their intention to publish and implement Sandhurst Committee recommendations formulated on 4 Nov. 1926. Asked Government to implement Indian Legislative Assembly Resolution to call in India tenders in rupees for purchase of stores.

March. 3. In a telegram to Muslim members of the central and provincial Legislatures and other leaders, requested them to attend without fail, a meeting of prominent Muslim at Delhi on 20 March to discuss proposals for a Hindus-Muslims settlement.

March. 7. Supported Sir Basil Blackett's motion on the Currency Bill to further amend the Indian Coinage Act,1906 and to take Indian Paper Currency Act., 1923 into consideration; motion adopted.

March. 8. Speaking on Currency Bill in Indian Legislative Assembly; called upon members to act in the interest of India.

March 11. In Indian Legislative Assembly voted on demand under Budget head, "Indian Postal & Telegraph Department".

March. 12. In Indian Legislative Assembly voted against adoption of amended clause 4 of Currency Bill; motion adopted.

March 13. Presided over All India Muslim League Council meeting at Delhi; 24 members. attended. Council condemned the "Ponabalia Tragedy" and urged upon the Bengal Government to appoint an independent body to investigate it. It expressed its Deep concern over the riots at Indoor, the maltreatment meted out to Muslim and appealed to Indoor administration to set up an impartial inquiry.

March. 14. Voted for adoption of motion to reduce by Rs.10,000 the demand under Budget head, "Army Department". Spoke on Military Policy and Program under Budget provisions; his views were appreciated by many non-official; members.

Participated in debate voting for adoption of Steel Industry (Protection) Bill (Clause 2).

Presided over All India Muslim League Council meeting at Delhi. Council decided on mobilizing Muslim opinion regarding representation in legislatures and services and drawing up a memorandum on it "to form a basis of discussion" with other Committees, and the GOI. Fifteen members attended the meeting.

March. 15. In Indian Legislative Assembly continued participation in the debate on the Budget under the head, "Army Department"; supported motion to reduce grant under this head by Rs.10,000 .

March. 16. In Indian Legislative Assembly replying to Dr. A. Suhrawardy's criticism to his support to the amendment in the Currency Bill, the claim that it was Suhrawardy's "maiden speech".

Officiated as President of Indian Legislative Assembly in the absence of the Press

March. 17. Issued a notice for holding of a special meeting on 20 March to discuss Hindu-Muslim settlement. Appealed to prominent Muslim and members of Central Committee appointed by the All India Muslim League for this purpose, to attend the meeting.

In Indian Legislative Assembly, opposed the Currency Bill, introduced by Sir Basil Blackett to amend the Indian Coinage Act, 1906, and Indian Paper Currency Act, 1923, in order to stabilize the rupee at a fixed gold value. The Bill was to be effective till the passing of the Gold Standard and Reserve Bank Bill.

March. 20. Called and presided over an informal Conference. of 29 prominent Muslim at Delhi to deliberate on Srinivasa Iyengar's suggestions for a Hindu -Muslim settlement on constitutional matters. The Conference discussed the question of Muslim representation in various legislatures in the future constitutional scheme. Agreed to accept joint electorates under certain conditions—viz., that Sindh should be separated from Bombay, that reforms should be introduced in North West Frontier Province and Baluchistan on the same footing as in any other prove., in India, and that representation in Punjab and Bengal should be on population basis and in the Indian Legislative Assembly should be not less than one-third, Proposed that Muslim would offer same concessions to Hindu minorities in Sindh, Baluchistan and North West Frontier Province, which Hindu majorities were prepared to make to Muslim minorities in other provinces Conference proposals were made subject to its acceptance by Hindu and ratification by Muslim. These proposals, later known as Delhi Muslim Proposals, became the basis of negotiations for a Hindu - Muslim settlement between Indian National Congress and All India Muslim League.

March 22. Participated in Assembly debate on Currency Bill moved by Sir Basil Blackett; voted against; Bill adopted by 63 to 51 votes.

March. 24. In Indian Legislative Assembly, voted for the Indian Finance Bill, which was adopted. (The Bill proposed to fix duty on salt manufactured in, or imported by land into, certain parts of British-India; to fix maximum rates of postage under Indian Post Office Act, 1898; to amend Indian Tariff Act, 1894; the Indian Stamp Act, 1899, and Indian Paper Currency Act, 1923, and to fix amended I.T. rates.)

Participated in debate on Muddiman's Resolution calling for paying half the salary of two members. of the Judicial Committee of Privy Council with Indian expenditure out of the Indian Budget.

March 26. In an interview with The Pioneer correspondent, discussed at length the role of the various parties in the Assembly and made a strong plea for the early appointment of a Royal Commission for the revision of the constitution.

About the role of Independent Party, said, "We... always tried to determine our attitude on the merits of an issue, and not because the Government was opposed to a particular course of action. We really stood between reaction and destruction, and we did our best to throw in our weight with what the interest of the country dictated".

March 29. Issued a press statement to API, on Delhi Muslim Proposals. Complained that Muslim leaders' offer to Hindu for joint electorates was not fully appreciated both by Hindu and Muslim Affirmed the "give and take" nature of the proposals, and asked Hindu to accept them as a whole.

April 22. In a letter, Hon. joint Secretary of All India Muslim League informed him that Delhi decision of All India Muslim League meeting regarding joint electorates had been interpreted differently in various quarters and that the Hindu Press had misrepresented Mohammed Ali Jinnah's attitude and views on it. Requested him to send a draft of the appeal which it was decided to issue on All India Muslim League's behalf. Asked him to speak to Raja of Mahmudabad for donation.

April 26. Addressed a large gathering arranged by Servants of India Study Circle, Lucknow, on he Assembly's performance in the previous session, unity amongst parties and on Indian Sandhurst Committee.

May 14. In a telegram to Srinivasa Iyengar, exhorted the Indian National Congress to accept decisions taken by Muslim for the sake of motherland and national progress.

May 15-18. At its meeting at Bombay, All India Congress Committee accepted Delhi Muslim Proposals, but incorporated Jayakar's two conditions on proposals relating to Sindh and the North West Frontier Province .

May 29. In a press statement, declared that Muslim would accept joint electorates with reservation of seats only if the Hindu accepted all the other clauses in the Delhi Muslim Proposals.

June 12. Visited Lahore, and held discussions with Punjab leaders with a view to persuading them to accept Delhi Proposals, but failed.

July 20. In reply to Syed Ijaz Husain, Hon. Joint Secretary of All India Muslim League, who had conveyed him the opinion of Mohammed Yakub and Nawab Ismail Khan regarding holding of the Council meeting and suggested that reps. of Khilafat Committee., Jamiat-ul-Ulama, and Tabligh be invited at the Council meeting to ascertain their views on the constitutional reforms, suggested 9 Sep. as a suitable date for the Council meeting at Simla, but instructed him to fix it after consulting Dr. Kitchlew, Hon. Secretary While approving the suggestion to invite the reps. of various Muslim organizations, advised him to exercise care in the choice of the names of reps. lest any one should later complain of being ignored.

Aug. 14. In a letter to Mohammed Ali, expressed his inability to attend the meeting on 15 Aug. Said he would support all such provisions which could protect the dignity and honor of the founders of religions. Advised the Muslim to act constitutional and keeping in view the judgment in Vartman case, to end all agitation.

Aug. 15. In a telegram, Mohammed Ali invited him to break journey at Delhi on his way to Simla to attend a Conference., convened on 15 Aug. to devise ways and means for preventing defamation of religious Leaders.

Aug. 23. In Indian Legislative Assembly , voted for adoption of motion to consider Criminal Law Repealing and Amending Bill to amend Indian Criminal Law (Amendment) Act, 1908, and Code of Criminal Procedure, 1898. Motion adopted by 54 to 41 votes, and the Bill adopted by 52 to 39 votes, with Mohammed Ali Jinnah voting in favor.

Aug. 25. Participated in Assembly debate on Dr. B. S. Moonje's Resolution regarding Indianisation of half of the of officers' cadre in Indian Army. Criticized Col. Crawford's views and his scheme, saying that there was ample material in India for recruitment as Army officers if only the educational system was properly developed.

Aug. 29. Asked Government benches regarding the publication of Indian Sandhurst Sub-Committee Report.

Aug. 30. Asked questions about the appointment of Commission to investigate the possibility of federating British Central and East African colonies.

Sept. 1. In Indian Legislative Assembly, voted against the amendment in clause 7 of Gold Standard and Reserve Bank of India Bill; motion negative by 71 to 51 votes. Supported the stand of Leader of the House on Clause 8.

Sept. 2. Continued participation in the discussion on Gold Standard and Reserve Bank of India Bill, and refuted charge of Leader of the House that communal trouble had arisen in House on Bill.

Also spoke in favor of adjournment of debates.

Sept. 5. Appointed on select committee to consider Criminal Law Amendment Bill on a motion by J. Crerar, Home Member; speaking on motion, suggested that Sir Zulfiqar Ali Khan be also included in Select Committee, which was approved.

Sept. 7. Voted against motion for circulation of Indian Tariff (Cotton Yarn Amendment) Bill for eliciting opinion thereon; was in favor of consideration of Bill by the House.

Sept. 9-10. Presided over a two day All India Muslim League Council debate on the Delhi Muslim Proposals at Central Hotel, Simla, where the proposals were discussed "frankly", the discussions being treated as "private" and "Confidential", the majority was against Joint electorates in any form. Mohammed Yakub supported the Proposals, while Sir Firoz Khan Noon led the opposition. Shafi withdrew on the Second day.

Sept. 13. In Indian Legislative Assembly advocated the Indian cause while speaking for adoption of Srinivasa Iyengar's substitute Resolution to Dr. B. S. Moonje's Resolution on the Indianization of Half of the Cadre of Officers of Indian Army within a period of 15 years. Iyengar's Resolution desired Indianization with immediate effect which was adopted by the House.

Spoke on the motion for adjournment of the House.

Sept. 15. In Indian Legislative Assembly , voted for referring Hindu Child Marriage Bill to Select Committee.; motion adopted.

Sept. 16. Speaking, in Indian Legislative Assembly , on Criminal Law (Amendment) Bill, said that purpose of law is to "safeguard an honest man".

Sept.16-22. On an appeal from Shaukat Ali, consequent upon the widespread Hindu -Muslim riots, a Unit Committee. was formed which met at Simla under his chairmanship to discuss the questions of music before mosques and cow sacrifice

Sept. 19. Participated in Indian Legislative Assembly debate and voting on various clauses of Criminal Law (Amendment) Bill.

Sept. 20. On a motion by Moulvi Mohammed Yakub, was appointed on a Committee to inquire into privileges and status of members. of Indian Legislative Assembly , and to make recommendations thereon.

Oct. 24. Informed Syed Aijaz Husain of his arrival at Delhi on 31 Oct. Asked to see him at Maidons Hotel to consider the question referred to in [SAH's] letter of 30 Sept.

Oct. 31. Wrote to Lord Irwin Viceroy, for inclusion of two Indians in proposed Reforms Commission.

Nov. 1. Received Viceroy's reply that it was scarcely feasible to include two Indians in the Statutory Commission at that stage.

Nov. 4. Signed Sandhurst Committee Report.

Nov. 8. Viceroy announced the appointment of Statutory Commission., headed by Sir John Simon, to advise on the next installment of constitutional reforms. Boycotted it in protest against the all-white character of the Commission and informed Labor Party in England telegraphically in this regard. He later remarked, "Jallianwala was physical butchery. The Simon Commission is the butchery of our soul "

Nov. 10. In a statement, referred to the Agenda issued by the Secretary regarding the President and venue of the All India Muslim League session and said that he had received a telegram from the Agha Khan expressing his willingness to preside over the session provided the Muslim propounded a united national policy which he could advocate in his address. Stressed upon the need to hold the session at Calcutta instead of at Lahore.

Nov. 16. In a letter, Abdul Hamid Khan, Madras, requested him to fix the dates of the All India Muslim League session. Said if the Council decided in favor of Calcutta, it would be difficult for them to attend it earlier than 31 Dec. 1927.

Nov. 19. Convened a public meeting to protest against the Simon Commission at Cowasji Jehangir Hall, Bombay, with Sir Dinshaw Petit in the Chair. Moved a Resolution that the Commission "is unacceptable to the people of India as it most flagrantly denies the right of the Indian people to participate on equal terms in framing the future constitution of the country".

Nov. 28. Elected President of the Bombay Provincial /Presidency of Muslim League .

Nov. 30. In a statement, expressed his views on Bombay All India Muslim League's Resolution on the Nehru Report which said that the Report did not provide adequate safe-guards for Muslim Said, the Resolution was not antithetical to the Lucknow decision. The Report would be considered by All India Muslim League at Calcutta and its decision would be final. Appealed to various parties and papers not to blow up the differences out of proportion.

Dec. 3. A meeting of the citizens of Bombay was held at Cowasji Jehangir Hall to reiterate their determination to boycott the Simon Commission. it was presided over by Sir Chimanlal Setalvad and attended by a large number of leaders from all parties. Bhulabhai Desai moved the first Resolution on the boycott of the Simon Commission and he moved the Second Resolution which was Seconded by Desai. In his speech he warned "those who want to exploit Muslim to leave off this dirty game"; and appealed to Hindu " not to pass your judgment on the Muslim prematurely", not to "doubt them or blame them", but to stand "true to your faith", because "if you do that... the minor communities. including the Muslim community, will follow you."

Dec. 6. In a letter to Kitchlew, stressed that the All India Muslim League should not "fall a prey to the reactionary forces of the Punjab which are worked up by interested persons". Advised him to send votes for the Aga Khan's Presidentship for the Calcutta session.

Dec. 16. Met Viceroy at Bombay who urged him to hold his hand until he [Viceroy] had talked to Simon.

Dec. 18. In a lengthy statement, gave the background of the split in the All India Muslim League and the efforts made to avoid it. Refuting the charges of the pro-Lahore group said that the preference for Calcutta was not meant to force joint electorate on the Muslim adding "it is for the Muslim collectively to consider with the assistance of all the best brains the community can produce, at a really Representative gathering, and decide what is really best for them. I have said over and over again that, so long as the Muslim do not wish to give up separate electorates, nobody can dictate to them in the matter

Dec. 22. In a telegram to Kitchlew, said, "Unable advise change name, not time reconsideration many people opposed any change now".

Dec. 26-28. Madras Indian National Congress endorsed the All India Congress Committee decision to accept the Delhi Muslim Proposals.

Dec. 30. In a telegram to him, Bepin Chandra Pal sent him condolences on the death of Hakim Ajmal Khan.

Dec. 30-Jan.1. All India Muslim League bifurcated into Mohammed Ali Jinnah and Shafi Groups, the two groups meeting in Calcutta and Lahore respectively and calling one another's credentials into question.

Dec. 31. Attended All India Muslim League (19th) session, at Calcutta. His stand on the Simon Commission was supported by other Leaguers as well. When on a Resolution expressing Muslim disapproval of the Commission. Sir Ali Imam said that Muslim wanted to participate on equal terms in framing the future constitution of India, Mohammed Ali Jinnah maintained that as "the minimum demand". Resolution boycotting the Simon Commission was passed.

On the main resolution on Delhi Muslim Proposals, said, the Proposals were based on justice and fair play, and the best of all the proposals presented for a Hindu -Muslim settlement; but was sceptical about its acceptance by all groups.

Dec. 31-Jan.1 1928. Shafi All India Muslim League met at Lahore under Shafi who was elected President ; Iqbal and Hasrat Mohani were elected Secretary and Joint Secretary Passed Resolution extending cooperation to Simon Commission .
