8.  CONCLUSIONS


It has been shown that the FTA between Chile and Korea is by and large beneficial for Chilean industries. And broadly speaking, to get favorable concessions in general trade is more important than to do so in other sectors. This is because Chilean agricultural industries are competitive with other industries and Korea has not lifted most of the tariff or non-tariff barriers in this sector. Thus, the Chamber has to make sure that the negotiations follow this pattern in general.

However, to make it more beneficial, two things were mentioned as being critical throughout the report. One is the nationalistic feeling prevalent in Koreans; the other is that Korea views this negotiations more in political context. The FTA negotiation itself will be in vain without paying attention to these aspects. Therefore, the Chamber may pursue two different types of tactics to fulfill the best result. One is to see to it that negotiations are made in favor of strategic industries such as the fruits industry, and the other is to take “detour measures” to provide favorable surroundings such as advertisement, dispatching negotiation teams, and so forth.

Finally, it could be said that a Chile-Korea FTA will present an important opportunity for Chilean industries, which will be exposed to a large new market and also be given the challenge of competing in a completely different culture.
