The proposed Recreation Center is one of the largest
public projects that Avon Lake has taken on. Last Monday was the
first opportunity council and the public had a chance to see
three options for Weiss Field development. Two of these options
were proposals for the Recreation Center itself and the other
was for other park improvements. Last Wednesday, Recreation
Commission recommended a $22,000,000 facility and $1,700,000 in
park improvements with a ½% income tax to finance the project.
Through temporary legislation 7642, Council is asked to approve
or disapprove putting this project on November’s ballot as an
emergency measure. I am urging council to consider allowing more
time to review additional options and allow for public input.
During Wednesday’s Recreation Commission meeting, there
was discussion regarding another alternative for the proposed
recreation center. A less costly facility that included an ice
rink was discussed. It was decided by Recreation Commission to
disregard this idea
in favor of the $23,700,00
option. Putting this on November’s ballot seemed to be
the driving force. Now is not the time to make hasty decisions.
Section 10 of Avon Lake’s Charter states that
“Emergency ordinances and measures necessary for the
preservation of public peace, health and safety, shall go into
immediate force and effect from and after their passage in
compliance with the provisions respecting emergency ordinances
in section 11 of this Charter”.
I do not believe that any legislation regarding this proposal
can be considered necessary for the preservation of public
peace, health and safety. Approving
this measure with three readings as outlined in Section 9 of the
Charter will allow ample time for Council to consider additional
options and allows the community time to be heard on this issue.
